Position Summary
Reports to the Vice President of Physician Enterprise and is responsible for the overall operations and supervision of the Systems specialty care clinics, coordinator of and the coordination and completion of various corporate projects as assigned by the Vice President of Physician Enterprise.

Principal Duties and Responsibilities
Responsible for directing the operations of the Systems specialty care clinics including planning, developing, securing approval of, implementing and administering departmental policies and procedures designed to ensure all patient care is efficiently and professionally performed in accordance with the goals of the System.
Maintain information on utilization, competitor market share, demographics, etc., in an accessible format and on appropriate computer software.
Responsible for the coordination and completion of various corporate projects as assigned by the Vice President of Physician Enterprise.
In consultation with Vice President of Physician Enterprise, develops short- and long-range goals for all outreach services consistent with System needs, goals and objectives.
Work closely with Director of Clinic Finance and develop, secures approval of and administers a budget which provides for attainment of agreed upon goals and objectives.
Interviews, hires, trains, evaluates the performance of, and, when necessary, disciplines and discharges subordinate clinic managers and supervisory personnel. Reviews performance evaluations of all department personnel and all recommendations for discipline or discharge. Assists subordinate supervisors in resolving complex employee relations problems.
Assists administration and the medical staff personnel and various committees in developing criteria and methods for evaluating quality of patient care provided, as needed.
Work closely with CNO Outpatient Services and periodically reviews clinic records for completeness, accuracy and conformance with accepted System and accreditation standards. Follows through with deficient records, ensuring quality control standards and checks will correct further records problems.
Directs preparation of and reviews reports, statistical analyses and the like requested by third party personnel, regulatory agencies and the System. Prepares more complex or confidential reports and analyses as necessary. Presents report findings, orally or in writing, to requesting parties.
Routinely reviews ongoing projects to ensure work is accomplished in a timely manner.
Maintains regular contact with a variety of System departments in order to facilitate flow of relevant data to customers.
Directs development of and approves in-service educational programs for clinic staff.
Maintains knowledge of current trends and developments in the field by reading appropriate books, journals and other literature and attending related seminars, conferences and the like.

Other Duties and Responsibilities
Integrate the department into the primary function of the System, including being responsive to changing needs or unusual/urgent events that occur within the System and participating in cross organizational activities designed to improve organizational performance, as appropriate.
Coordinate and integrate inter and intra departmental services. In patient care areas, define, in writing, the scope and goals of the services provided specifically addressing:
a. The type(s) and age(s) of the patients served
b. The scope and complexity of the patients` care needs
c. The extent to which the level of care provided will meet the patients` needs
d. The appropriateness, clinical necessity, and timeliness of support services provided directly by the organization or through referral services
e. The availability of necessary staff
f. The recognized standards or guidelines for practice, when available
g. The methods that will be used to assess and meet patients` needs

Develop, gain Administrative approval of, and implement policies and procedures that guide and support the provision of departmental services.
Recommend a sufficient number of qualified and competent persons to provide departmental services and assist in the Systems recruiting and retention efforts to provide the number of staff recommended.
Determine the qualifications and competence of department personnel.
Continually assess the needs for and strive to improve the performance of care and quality of the services provided.
Maintain, as appropriate, quality control and quality improvement programs.
Provide directly or provide access to orientation and continuing education of all personnel in the department.
Make recommendations for space and other resources needed by the department as necessary.
Participation in the selection of off site resources needed for services related to the department but not provided by the department.
Conduct regular staff meetings to communicate issues regarding the Systems mission, values, operational plans, safety, quality, and other relevant inter and intra departmental issues.
Provide timely and effective feedback to individuals responsible for coordinating organizational performance improvement activities and, on an individual and departmental level, actively participate in those activities, as appropriate.

Minimum Knowledge, Skills and Abilities Required
Knowledge of hospital operations, medical clinic operations, statistical techniques, and accreditation requirements at a level normally acquired through completion of a Master`s degree in Health Care Administration.
Minimum of five years of experience managing multiple clinic locations. Approximately two to four years progressively more responsible related work experience in a lead or supervisory capacity, necessary in order to gain comprehensive knowledge of complete medical services and systems.
Interpersonal skills necessary in order to interact effectively with all levels of Medical Center personnel when gathering and exchanging information, and in order to represent Medical Center with external contacts.
Analytical skills necessary in order to develop departmental goals, plans, policies and procedures and to evaluate effectiveness of same.
