Position Description:

Position Summary

The National Radio Astronomy Observatory has an exciting opportunity for a Project Manager/Systems Engineer at our Central Development Laboratory (CDL) in Charlottesville, Virginia. The Project Manager will take a leadership role in our new National Radio Dynamic Zone project that supports the National Science Foundations Spectrum Innovation Initiative. The project aims to address the pressing challenges arising from the growing demand for usage of the electromagnetic spectrum, promoting dynamic and agile spectrum utilization while ensuring innovation and security for all users. The PM will implement Project Management Division (PMD) standards, processes, tools, techniques, and support services. This position will also require the PM to serve as the lead for systems engineering and lifecycle management of the hardware developed to support this initiative.

Job Duties Summary

Typical duties include managing relationships with project stakeholders, including internal and external clients and vendors. Analyzes risks, establishes contingency plans and identifies trigger events and has the responsibility for initiating mitigating action. The PM will also provide training in Project Management and Systems Engineering to CDL based staff. Using PM best practices, will fully implement all PMD standards, processes, tools, techniques, and support services at the Central Development Laboratory site in Virginia.

Work Environment

Work is typically performed in an office setting within a research or development environment. May require some travel.

Position Requirements:

Minimum Education

Bachelor's degree in engineering (systems or electrical preferred), science, management or related field required.

Minimum Experience

Requires one to two years of experience with at least one year experience actively leading technical projects. Candidates with more years of experience will be considered for a higher-level classification. PMI PMP certification and INCOSE ASEP (or higher) certification required. Must have at least one certification at time of hire; the second must be obtained within six months of hire.

Preferred Experience

One to two years experience in systems engineering. Knowledge and experience in one of the following areas is preferred: Radio telescopes; RF, microwave or millimeter wave systems; Photonics; High-speed digital electronics; Thermal and cryogenic engineering; Mechanical engineering; Software engineering; Civil engineering or Electrical Engineering.
