Job Summary
Under regular direction and in compliance with standard operating procedures and policies, collects business license revenue and enforces business license code compliance for businesses operating in City limits within the bounds of federal, state, and local laws. Ensures compliance through appropriate action of written notices and citations. Prepares documents, notices and citations for court proceedings when appropriate. Performs investigative work in the office and on-site to identify delinquent businesses and outstanding revenue. Assists customers with questions regarding business licensing. Manages taxi and non-motorized vehicle licensing, drivers permits, and City decal certificates. Assists supervisor with non-profit organization requests for exemption of business license. Receives, processes, and reconciles checks and other revenue to refund book. Mails business licenses, permits, and hospitality refund checks. Provides back up for taking daily deposits to bank. Sets up renewal applications for business licenses in the system annually. Implements retention policy for outdated documents and files.

- Collect, Enforce, and Regulate Business Licenses & Related Revenue: Collect delinquent renewal business license, hospitality taxes, and payment pending tax revenue. Issue warning citations for delinquent, non-compliant businesses. Reply to all requests that are generated through the Citys website including rate sheets, complaints, and questions. Investigate businesses requesting void status for renewals. Maintain collection report spreadsheets and non-compliant business notes.

- Conduct Research: Conduct research by field review, subcontractor lists, publications, computer reports, and customer inquiries of businesses operating in the City without a business license. Must be able to communicate on the level of the listener. Assist businesses with data to determine if the grosses they are reporting are attributed to sales within the City.

- Provide Administration Assistance and Customer Service: Assist customers with questions regarding rules, regulations, and laws effecting business licensing. Must be knowledgeable of local, state, and federal laws that govern business licensing. Assist supervisor with non-profit organization request for exemptions. Maintain, track, and purge records in accordance with retention policy. Receive, calculate, verify and enter into the system all business license renewal applications annually. Maintain monthly and yearly collections reports. Maintain clear and precise records and follow up contacts for all collections.

- Regulate Taxi and Non-Motorized Vehicles: Responsible for permitting, licensing, and regulating all taxi and non-motorized vehicles operating in the City limits. Review applications and issue all city taxicab driver permits, licenses and City decal certificates ensuring they comply with City code and policy. Complete field inspections of taxis and non-motorized vehicles for safety and permit compliance.

- Qualifications
Job Requirements
- High School diploma or equivalent.
- Over two years of experience in collections, accounting, enforcement, or related field.
Preferred Qualifications
- Associate degree in business, accounting, or related field.
- Prior completion of Accreditation in Business Licensing (ABL) and/or Master in Business Licensing (MBL) training program through the Municipal Association of South Carolinas (MASC) Business License Officials Association (BLOA).
Driver`s License Requirements
- Valid South Carolina Class D Driver`s License.

- Applicable local, state, and federal licensing requirements.
- City codes, legal processes, construction or trade codes, zoning, and other related codes.

- Inspect, identify, and enforce violations of applicable codes and ordinances with impartiality and efficiency.
- Respond to inquiries, complaints, and requests for service in a timely and tactful manner.
- Demonstrate effective communication skills, both oral and written, with the ability to speak at public meetings when necessary.
- Work in potentially confrontational settings and use accepted and appropriate techniques to ensure safety.
- Trace ownership of buildings and/or land, perform inspections and extensive investigative work related to all ordinances and codes, as well as read maps, charts, and computerized databases.

- Compile and maintain records.
- Read, understand, interpret, apply, and explain applicable codes, ordinances, regulations, policies, and procedures related to assigned area.
- Deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.
- Write reports, prepare business letters, summaries, and emails using proper format, punctuation, spelling, and grammar, using all parts of speech.
- Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
- Drive a City vehicle for the purposes of investigating businesses within the City.

Working Conditions
Primary Work Location: Office environment along with outdoor fieldwork.
Protective Equipment Required: Hard hat.
Environmental/Health and Safety Factors: Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Seasonal exposure to extreme temperature and wetness and/or humidity. Occasional exposure to physical danger when issuing warning citations or summons for court.
Physical Demands: Constantly requires hearing, vision, fine dexterity, and handling/grasping. Frequently requires talking, reaching, twisting, bending, and sitting. Light strength demands include exerting up to 10 pounds occasionally.
Mental Demands: Frequently requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, tedious or exacting work, and working closely with others as part of a team. Occasionally requires working in a noisy/distracting environment.
