Brief Description

Job Summary
Under general direction and in compliance with standard operating procedures and policies, edits and maintains enterprise Geographic Information System (GIS) data including basemap layers, impervious surface layers, utility infrastructure, geometric networks, and other specialized data to support day-to-day operations and significant applications within the organization. Develops workflows and quality control procedures to assure accurate updates of GIS data layers according to established standards. Assists with GIS-based data analysis and calculations to support the production of the annual storm water utility tax billing files. Applies GIS analysis capabilities and configures basic Environmental Systems Research Institute (ESRI) ArcGIS Online web applications. Creates standard map templates for desktop GIS Pro users and special request maps for internal and public clients. Coordinates and processes data obtained from other organizations. Monitors and compiles data distribution requests.

Job Duties

Essential Functions
Maintain Organizational GIS Databases: Edit and maintain existing basemap layers, utility infrastructure, assets, geometric networks, and other specialized data using ESRI GIS software and Global Positioning System (GPS). Interpret permits and engineering plans and utilize AutoCAD to determine required updates to layers; process includes obtaining and assembling source materials, data entry, data quality checks, field verification and consulting with other professionals to verify data. Perform weekly or monthly data pulls from outside sources for input into the City`s GIS. Perform geocoding tasks. Participate in the City`s internal annexation review and addressing process. Communicate and resolve issues regarding as-builts with engineers. Utilize the City`s work order management system to track updates. Perform data collection using various data collection techniques including professional GPS equipment. Provide training in GIS Software. 45%


Perform Impervious Surface-Layer Updates: Maintain stormwater impervious surface related GIS database layers by interpreting permits and engineering plans to determine required updates to layers; process includes tracking permits in the Citys permitting system, conducting research, obtaining, and assembling source materials, digitizing, data entry, and consulting with other professionals to verify data and availability. Perform quality control on stormwater impervious surface related data by creating data base reports and queries; perform field checks and other research to track development progress as needed to assure data accuracy specific to tax year. Assist in performing analysis and quality control checks for processing the annual stormwater fee. Respond to customer inquiries regarding stormwater utility fee. 25%

Provide GIS Analysis, Data, Services, and Products: Utilize geoprocessing tools within ESRI GIS software to perform geospatial analysis and geocoding for multiple City departments. Provide maps, geospatial analysis and reporting on City infrastructure to maintain compliance or earn better rankings with regulatory agencies. Assist GIS Analyst II with updating ESRI Community maps. Configure and update ESRI ArcGIS Online web applications to provide the user with an interactive mapping tool for presentation or further analysis. Provide one-on-one and remote support to end users to solve technical problems. Compile and provide digital GIS data to vendors and clients. Create standard and/or specific digital maps for internal and external clients. Create digital map books with key, locator maps, and indices. Communicate with the public regarding inquiries and/or complaints about GIS data and web maps on the Citys website. Prepare and make oral presentations for the organization. 20%

Manage GIS Data Environment: Define GIS data quality control procedures. Define and establish data standards for GIS accuracy of basemap GIS layers. Develop GIS data workflows to assure efficiency of efforts and accuracy of data. Create and maintain GIS technical documents and procedures. Coordinate with other required City and County departments when updating key layers in order to identify issues while following procedures. Obtain GIS datasets from external agencies and sources. Maintain working relationships with GIS organizations and other local governments. Stay current with changes and advancements in technology, software, and industry standards. 10%

Qualifications

Job Requirements
Bachelor`s degree in GIS, Geography, or related field.
Any equivalent combination of education, training, and direct experience which provides the requisite knowledge, skills, and abilities for this job will be considered.


Preferred Qualifications
Experience in a local government setting.


Driver`s License Requirements
Valid South Carolina Class D Driver`s License.


Performance Requirements
Knowledge of:
ESRI ArcGIS Pro, ArcMap, ArcCatalog and advanced editing tools and procedures.
ESRI Geoprocessing and Analysis Tools.
Processes to maintain data standards.
Methods to review development and subdivision plats in order to extract GIS data.
ArcGIS Online capabilities including but not limited to Web App Builder, Story Maps, ArcGIS Collector, and Dashboard.
Local government processes regarding development, annexations, stormwater ordinances, and managing infrastructure as they affect GIS.
Basic python scripting and Model Builder.
Basic AutoCAD to read files and export to GIS format.


Ability to:
Create and maintain ESRI feature classes and tables within enterprise versioned and non-versioned geodatabases.
Create standard map templates for ArcGIS users and special request map products for internal and public clients.
Configure ArcGIS Online web applications, Dashboards or Story Maps for internal and public clients.
Effectively communicate through verbal and written means, and have the ability to adapt to different audiences.
Research and apply analysis and statistics tools in GIS to customer requests.
Interact with non-GIS databases and applications to in order to research information resulting in changes in GIS databases.
Providing GIS technical support to end users.
Read, analyze, and interpret GIS mapping, GPS data, permits, engineering plans, professional journals, technical journals and other documents used by the department.
Calculate with a system of real numbers and prepare billing statements and other documents.
Write reports, prepare business letters, general documents, and emails.
Operate general office equipment to include scanner, printer, copier, telephone, mobile phone, tablets, plotter, projector, and computer with Microsoft Office Suite up to and including 365.
Utilize specialized software and systems to include ArcGIS Pro, ArcGIS Desktop, Trimble GPS, Cityworks, AutoCAD, MapLogic, ArcGIS Online suite of solutions, and Adobe Acrobat Professional.

Primary Work Location: Office environment and outdoors.

Physical Demands: Continuously requires sitting and vision. Frequently requires fine dexterity, walking, reaching, hearing, and talking. Occasionally requires lifting, carrying, kneeling, bending, and crouching. Sedentary strength demands include exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.


Mental Demands: Frequently requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work. Occasionally requires irregular schedule/overtime.
