- Brief Description
This position is part of a six member GIS team including another GIS Analyst III who shares many of these tasks.
Under general direction and in compliance with standard operating procedures and policies, serves as Geographic Information System (GIS) project manager, Esri Enterprise software administrator, designs and builds geospatial databases, and provides technical leadership for Web GIS products. Provides GIS development, analysis, SQL Server 2016/2019 database administration and advanced system implementation and administration of the Citys enterprise work management, asset management, and community systems. Serves as technical lead for Web-based GIS products for City staff and the general public such as interactive maps, Story Maps, and executive dashboards using Geocortex Essentials and ArcGIS Online (AGOL). Uses business analysis to understand business processes of customers, often involving multiple divisions, in order to develop and configure a GIS and/or enterprise asset management system solution to best fit customer goals. Designs GIS database models for geographic information to support numerous applications within GIS and other departments/divisions. Provides user training, ongoing system administration and technical support to users. Performs advanced spatial and database analyses, and design and write reports on data from multiple City databases. Prepares and delivers oral presentations to a wide variety of audiences. May act as GIS Technical Manager in his/her absence.
- Job Duties
Enterprise Asset Management System: Provide advanced configuration, implementation and system administration services for the Citys enterprise work management, asset management, and community systems (e.g., Cityworks AMS, InfoMaster, Alastar, etc.). Conduct advanced database administration of Enterprise Asset Management (EAM) SQL Server 2016/2019 database and server upgrades. Provide guidance to management regarding strategies for efficient use of Cityworks AMS.
Web GIS: Administer internal and external Web GIS software (e.g., AGOL, Portal for ArcGIS, and GeoCortex Essentials). Manage user accounts for AGOL and Portal organizations. Establish standards and templates for AGOL and Portal applications. Serve as technical expert in the various options for web application development within the Esri suite of products. Evaluate and analyze success of all Web GIS products and ensure products align with customer objectives. 45%
Develop and Maintain GIS Solutions and Services: Serves as highest-level technical expert addressing issues of standards, strategy, technical requirements, and long-term administration and maintenance of GIS initiatives. Design and build geospatial databases using advanced data transformation/conversion tools, data modeling, and data collection methods. Coordinate with all levels of personnel in multiple City departments to determine customer business requirements using interviews, document analysis, site visits, and use cases in order to successfully integrate GIS into the business processes of enterprise applications. Work independently with users to define and meet project timelines for product development, delivery, and user training. Create visualizations via web content, web applications, or dashboards for reports to city management, city council, regulatory agencies, and other organizations. Maintain currency of technical and industry specific developments and industry best practices. Promote new developments to users to highlight improved methods for managing new and ongoing work. 35%
Perform GIS Database Administration: Maintain ESRI and ArcSDE Geodatabases within Microsoft SQL Server 2016/2019 databases, ensuring availability to users. Manage security and control privileges and permissions to database users. Perform large data loads and conversions using Extraction, Transformation, and Loading (ETL) models created in the ArcGIS Data Interoperability extension. Review database edits using a variety of GIS tools to maintain city GIS data standards. Manage, perform quality control analysis and develop data ETL models for data collected by City contractors (e.g., sewer, storm water, and traffic datasets). Coordinate and update GIS systems on a variety of City servers. 10%
Perform 3D City Model Management: Manage products and data involved with the Citys 3D model utilizing specialty software (e.g., ESRI City Engine, Trimble SketchUp). Work with City planning personnel to ensure current software products are addressing the departments operational and strategic goals. Produce products and technical advice for the Citys Design Review Board. Serve as liaison between the City and development community with regards to the Citys 3D data. Troubleshoot technical challenges and data interoperability. Develop additional uses for 3D Model. 5%
Provide End User Support and Training: Provide one-on-one and remote support to end users to solve technical GIS and work order software issues quickly and effectively often acting as liaison between customers and software vendor technical support to resolve system issues. Coordinate and/or develop and conduct user training for GIS and work order software. Identify common training needs among GIS users and secure resources to help meet skill and knowledge deficiencies. Write and maintain user guides, knowledge base articles, and technical help documents. 5%
Perform other duties as assigned.
Bachelors degree in GIS, Geography, or related field.
Over six years of experience as a GIS Analyst or in a related position with ArcGIS Pro, ArcGIS Server or Enterprise, and ArcGIS Online experience.
Proven competence in SQL Server 2016/2019 Administration and Programming (HTML coding, Java scripting, Python).
Any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted for evaluation at the discretion of city management.
Certified Geographic Information System Professional (GISP).
ArcGIS Enterprise Portal experience.
Cityworks AMS experience.
Driver`s License Requirements
Valid South Carolina Class D Driver`s License.

Coordinate multiple stakeholders to determine needs and business processes in order to develop and configure a GIS and/or enterprise asset management system solution to best fit customer goals.
Develop and implement advanced Web GIS solutions in ArcGIS Online or Geocortex products for internal or public clients.
Create, edit, maintain ArcGIS Server map services to support multiple City web applications.
Perform Cityworks server application and database administration.
Write scripts and establish server environments to automate data transformations, analysis, and uploads to other web servers.
Effectively communicate through verbal and written means and have the ability to adapt to different audiences.
Install, configure, and customize GIS and other software on servers to support user needs.
Perform advanced GIS analysis and create spatial products in response to customer request.
Develop and provide or coordinate GIS application training for city users; provide technical support.
Read, analyze, and interpret GIS mapping, GPS data, professional journals, technical journals, and other documents used by the department.
Make mathematical calculations and draw logical conclusions.
Write reports, prepare business letters, summarize meeting minutes, and compose emails in a clear and professional manner.
Operate general office equipment to include scanner, printer, coper, telephone, mobile phone, plotter, projector, computer, and GPS units (ex: Trimble GeoXT).
