- Brief Description
Under general direction from the Real Estate Development Manager as to methods, procedures, and desired end results, performs a wide variety of economic development responsibilities. Promotes a wide variety of activities to promote Greenvilles value as a business location, facilitate private development and redevelopment projects, and improve the competitiveness of the communitys business climate utilizing strategic economic development tools including contractual agreements, financial participation, and public/private partnerships. Supports the Citys Existing Industry Program. Regularly interprets policies, procedures and rules to determine appropriate courses of action.
- Job Duties
Coordinate Existing Industry Program: Facilitate existing industry visits and follow-up to support all City businesses. Provide recommendations for existing industry initiatives by performing market analysis for target industries; identifying expansion solutions and tactics; providing city officials with feedback received from the business community; coordinating with external and internal stakeholders to close projects; and reporting activity and progress. 60%
Manage Public/Private Partnerships: Facilitate private development of key commercial, multifamily, and mixed-use projects in commercial corridor areas of the City. Negotiate and structure contractual agreements, financial participation, and public/private partnerships with businesses, property owners, and developers; and manage agreements and capital improvement projects from initiation to City Council adoption and beyond. 30%
Coordinate Business Development: Coordinate with Business Development Manager to identify key prospects for the City of Greenville. Pursue business leads in targeted industries and effectively communicate information about the City of Greenvilles business environment. Respond to Requests for Information (RFIs), identify and negotiate appropriate incentives, and ensure appropriate databases are maintained. Maintain close working relationships with state and local economic development organizations and the real estate, banking, and development communities. Remain current on and communicate all state and local business incentives and legislation. Provide information about City programs, policies, and initiatives to brokers, developers, investors, business owners, and the general public. Conduct research to support business recruitment and retention. Represent City of Greenville Economic Development Department in public speaking roles, tours, and other instances as directed. 10%
Perform other duties as assigned.
Bachelors degree in Economic Development, Economics, Business, or related field.
Over three years of experience in economic development, business, or related field.
Driver`s License Requirements
Valid South Carolina Class D Driver`s License.
Best practices in economic development strategies and initiatives in existing industry programs.
Economic development principles, practices, and techniques.
Real estate development.
Site selection principles.
Economic development recruitment, both domestic and international, and business attraction best practices.
Play a liaison and expeditor role between City departments and private business, industry, and development community.
Demonstrate sales, marketing, and promotion skills.
Manage multiple projects at one-time.
Negotiate and structure contractual agreements, etc.
Exercise discretion in decision making.
Communicate at a superior level verbally and in writing, including capacity to communicate complex ideas compellingly to a variety of audiences.
Utilize a variety of communication and interpersonal skills to interact successfully with people at a number of levels inside and/or outside the organization.
Exercise effective judgment and discretion in discussing and resolving contentious issues that involve confidential discussions or situations where conflicting interests are apparent.
Effectively manage external contacts to include the general public, Chamber of Commerce, business and property owners, GADC, Upstate Alliance, VisitGreenvilleSC, citizen task forces, financial institutions, real estate professionals, and consultants.
Establish and maintain effective relationships with the City Managers Office, City Attorneys Office, Planning and Development, Finance, Information Technology, Public Works, Community Development, and Communications contacts.
Read, analyze, and interpret general business periodicals, professional and technical journals, financial reports, legal documents and contracts, and governmental regulations.
Deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.
At an advanced Level, write policies, contracts, speeches, formal presentations, and/or technical and legal documents and correspondence.
Operate general office equipment to include scanner, printer, copier, Smart telephone, and computer with Microsoft Office Suite and related business software.
Utilize specialized software and systems to include smart tablets, map plotter, ArcGIS, internal mapping system, SharePoint, purchasing and financial system, IMPLAN, GoogleEarth, Google Streetmap, and ESRI Business Analyst Online.
Primary Work Location: Office environment.
