Brief Description of the Job
Under the direction of the Pavement Supervisor, assists in repair and installation of pavement to include repairing potholes, installing and repairing driveway tie-ins, street shoulders, and cuts. Operates paving tools and equipment. Directs traffic at worksites and performs preventative maintenance inspections on equipment.
- Job Duties
Perform Asphalt Installation (45%): Utilize various equipment such as jack hammers, mixers, chainsaws, concrete/asphalt saws, plate tamps, lutes, pressure washers, blowers, hammer drills, and basic hand tools in performance of job duties to include tearing out old asphalt and preparing sub-base. Saw cut or jack hammer around potholes in the road before asphalt application. Remove asphalt, and fill with new asphalt with proper compaction. Patch utility cuts. Make sure compaction of subgrade is correct and edges are cut square. Place asphalt and lute to get smooth; roll and/or tamp to proper compaction.
Operate Specialized & Heavy Equipment (25%): Drive asphalt patch truck or dump truck to asphalt plant to pick up materials. Use rollers, tamps, lutes, and hand tools to accomplish repairs. Conduct daily inspections of all equipment and clean after use to maintain in proper working order.
In addition to the equipment above, the Asphalt Pavement Technician II may operate backhoes, trackhoes, skid steers, and other heavy equipment needed to remove old asphalt and prepare sub-base for new asphalt.
Provide Traffic Control (10%): Evaluate jobsite and traffic pattern making note of possible safety issues that may arise. Follow South Carolina Department of Transportation (SCDOT) guidelines to initiate a traffic control plan. Put up signs, cones, barricades, and arrow-boards as necessary to route traffic safely around or away from jobsite.
Ensure Safety (10%): Proactively identifies, removes and/or reports potential safety hazards. Takes steps to address, remove, or report hazardous conditions or items. Complies with City, State, and Federal safety procedures and protocols in the performance of job duties. Ensures safety of equipment and property.
Support Inclement Weather Operations (10%): Work outside of regular schedule, throughout inclement weather conditions (i.e. snow and ice) by operating sanders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Mix sand and salt for ice removal and treat bridges and roads as necessary. Wash brine and salt off equipment after use.
Perform other duties as assigned.
Formal Education: High school diploma or equivalent is required. Associate degree in Construction Engineering Technology or related field may be substituted for 1 year of experience.
Over one year of experience in a public works, utility, or construction field is required.
Driver`s License Required:
Must have a valid South Carolina Class D license. Must have or obtain a South Carolina Class B Commercial Learner`s Permit (CLP) within 3 weeks of hire. Must have or obtain a South Carolina Class B CDL with tanker endorsement and air brake provision within 3 months of hire.

Knowledge, Skills, and Abilities
Asphalt Pavement Technician I: Work requires a comprehensive practical knowledge of a technical field with use of analytical judgment and decision-making. Must be able to exercise independent thinking and the ability to conceptualize and develop new or improved procedures, techniques or ideas appropriate to the work environment. Work product primarily affects unit processes.
Reading: Intermediate Level: Ability to read papers, periodicals, journals, manuals, and policies.
Math: Intermediate Level: Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.
Writing: Intermediate Level: Ability to write reports, prepare business letters, summaries, meeting minutes, and emails using proper format, punctuation, spelling, and grammar, using all parts of speech.
Machines, Tools, Equipment, and Work Aids: Dump truck, patching truck/trailer, tool truck, paving machine, asphalt distributor, large and small rollers, asphalt trailer, lutes, shovels, backhoe, skid steer loader, front-end loader, tamp, saw, rake, transit, level, grade rod, measuring tape, roller wheel, brooms, sand truck, jack hammer, pavement cutting saws, safety signs, and barricades.
Primary Work Location: Outdoors.
Environmental/Health and Safety Factors: Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to extreme temperature, respiratory hazards, noise and vibration, and physical hazards. Seasonal exposure to wetness and/or humidity. Constant exposure to mechanical hazards, chemical hazards, fire hazards, explosives, communicable diseases, physical danger or abuse, and traffic. Occasional exposure to electrical hazards.
Protective Equipment Required: Hard hat, mask, safety glasses, ear protection, safety shoes, safety vest, and gloves.
Continuously requires standing, walking, lifting carrying, reaching, kneeling, pushing/pulling, vision, foot controls, bending, crouching, hearing, twisting, and talking. Frequently requires balancing. Occasionally requires sitting, crawling, and climbing. Heavy strength demands include exerting 50-100 pounds occasionally, 25-50 pounds frequently, or from 10 up to 20 pounds constantly.
Frequently requires time pressures, emergency situations, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, tedious or exacting work, and noisy/distracting environment. Rarely requires irregular schedule/overtime.
