Brief Description

Job Summary
Under general direction, evaluates departmental processes and workflows in order to identify and recommend improvements to efficiency. Exercises a moderate level of discretion in the interpretation and application of policies, operating procedures, and rules. Provides oversight and assists with work management system processes. Assists with departmental finances by maintaining budget documents and tracking, reconciling, and processing expenses and revenues. Provides specialized and often confidential administrative support to the director and management team. Acts as a liaison to outside organizations and partners. Manage department reservations and sales.

Job Duties

Essential Functions
Evaluate & Oversee Department Processes: Document and analyze process workflows in order to determine and recommend methods to improve efficiency and productivity. Write procedures and user guides that document processes using various software and systems. Develop training materials and conduct trainings for department employees on the use of systems and department processes. Streamline permit and application forms and processes for use by the public and internal customers. Monitor and report on outstanding or unassigned service requests in the work management system. Provide backup support for service request entry. Assist with closed work orders by verifying completion and accuracy of records.

Assist with Department Finances: Assist in maintaining department budget and expense reports. Oversee department revenue to include tracking and balancing payments for program and rentals fees and other various payments. Receipt, deposit, and submit detailed reports to appropriate divisions/departments for all funds received. Track and process invoices and statements for expenditures. Maintain records for accounts receivables related to property/land lease agreements. Maintain accurate records of grant receipts and assist in submitting completed reimbursement reports at the conclusion of grant programs. Work closely with internal City divisions to maintain correct and updated operating accounts and budgets. Identify discrepancies and follow up with appropriate personnel for corrections.

Provide Administrative Support: Provide specialized and often confidential administrative support to the director and management team. Facilitate, investigate, and/or provide the response to inquiries from City Leadership, citizens, and other various sources on behalf of the department. Attend meetings with or on behalf of the director, taking and distributing minutes as necessary. Prepare and type reports, agendas, written documents, and critical correspondence (e.g., statistical and descriptive reports, budget and financial documents, meeting agendas, letters, memos and administrative reports) requiring independent judgment and thoroughness. Compile and distribute support materials for City Council sessions, committee meetings, and various other general meetings. Schedule and coordinate (e.g. book meeting rooms, maintain calendars, etc.) internal and external meetings and appointments for the director and other departmental personnel. Maintain department web pages and various digital content. Conduct various research projects, manage departmental files, distribute mail, and greet visitors.

Liaison with Outside Organizations & Partners: Provide oversight of partnership agreements and provide administrative project management support. Act as a liaison to external organizations and stakeholders keeping them abreast of relevant department information. Attend meetings on behalf of the department.

Manage Department Reservations & Sales: Manage and respond to facility reservation requests for parks, shelters, event space (e.g. wedding, large group events, etc.) and Recreation program registration inquiries. Utilize recreation reservation system to maintain programs and participants. Provide information on park schedules/availability, location, policy guidelines, and related City ordinances. Process payments for reservation, rentals and program fees.

Perform other duties as assigned.


Job Requirements
Bachelors degree in business management, financial management, accounting or related field.
Over four years of experience working in a high level administrative support capacity including office management experience and experience with business software applications (e.g. database management, spreadsheets, graphic presentations, etc.).
Any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted for evaluation at the discretion of city management.

Preferred Qualifications
Experience in Microsoft Office programs including Microsoft 365, Adobe Acrobat, or accounting software.
Notary Public of South Carolina.

Driver`s License Requirements
Valid South Carolina Class D Driver`s License

Knowledge, Skills, and Abilities
Knowledge of:
City operations, structure, and responsible parties, as well as, applicable local, state and federal laws, codes, rules, and regulations.
Generally accepted accounting principles, practices, and procedures and their application for governmental accounting.
Computer research techniques, methods, and procedures.
Electronic financial systems, Microsoft Office Suite, and related software

Ability to:
Develop and maintain cooperative and professional relationships with employees and all levels of management to include representatives from other departments, external organizations, and the general public.
Appropriately handle confidential information.
Use effective judgment in discussing and resolving customer related issues consistent with City and department policies and procedures.
Communicate basic to complex ideas verbally and in writing in a clear, concise and professional manner; prepare written reports and presentations, summarize meeting minutes, and compose emails, business letters, and various correspondence.
Review, proofread, and/or edit assigned work products to ensure correct grammar and consistency of format.
Respond appropriately to public inquiries and present a positive public image
Maintain excellent organization and attention to detail; develop and maintain filing systems; and maintain complex records using a variety of source materials.
Manage multiple projects and perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines with frequent interruptions and changes in priorities.
Frequently apply a high degree of independent, logical, evaluative, and/or professional thinking to originate and develop new or improved procedures, techniques or ideas.
Perform routine office management details without referral to supervisor, as well as, plan and organize own work.
Seek out ways to streamline and improve workflow processes.
Understand and follow complex oral and written instructions.
Type, take, and transcribe dictation.
Understand, interpret and apply accounting standards and procedures, applicable government rules and regulations, and City policies and procedures
Make intermediate level mathematical calculations and draw logical conclusions.
Develop accounting data in preparation of reports and statements, track and reconcile expenditures, as well as, ensure accuracy of invoices and other related documents.
Utilize specialized software and systems in performance of job duties which may include work management system, mapping system, and purchasing and financial systems.
Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
Working Conditions

Primary Work Location: Office environment.

Environmental/Health and Safety Factors: Relatively free from unpleasant environmental conditions or hazards.

Physical Demands: Constantly requires hearing, vision, talking, fine dexterity, handling/grasping, reaching, twisting, and sitting. Frequently requires carrying, pushing/pulling, standing, and walking. Occasionally requires lifting, bending, crouching/stooping, and kneeling. Light strength demands include occasionally exerting up to 10 pounds and may exert up to 20 pounds.

Mental Demands: Frequently requires changes in tasks, performing multiple tasks simultaneously, tedious or exacting work, and working closely with others. Occasionally requires time pressures, working in noisy/distracting environments, and irregular schedules or overtime.
