Introduction
The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Parametric Cost Engineer / Modeling.

Responsibilities
Support Space Department and business area cost engineering analyses, parametric estimates and statistical modeling efforts for space missions systems. Prepare risk-adjusted parametric cost & engineering model estimates for space missions--spanning spacecraft, payloads and their subsystems; instrumentation and payloads, software development and operations. Perform risk-adjusted regression analysis and mathematical studies to determine independent cost estimates for Space Department Programs and Proposals. Apply systems engineering knowledge to work with instrument lead engineers to develop cost models for space instrument proposals and on-going programs; develop dynamic models using Monte Carlo simulations that account for uncertainty, variability and risk; conduct Cost Risk Assessments. Train analysts and managers on the principles and application of cost estimation and cost-risk analysis. Mentor junior analysts one-on-one on conduct of cost/schedule/risk estimation and analysis. Identify opportunities for improving and prepare guidance for improving cost, schedule and cost-risk estimating methods (parametric, ground-up). Prepare and present findings & results in the form of briefings and reports to senior management. Review and analyze formal and informal requests for proposals and announcement of opportunities. Work closely with Engineering and Pricing to ensure complete and accurate costing of work, perform advocacy cost estimates, conduct reconciliations between top-down and bottoms-up estimates, support various budgetary and estimate-to-complete exercises, and transition proposal information into program forecast models and program EVMS baselines. Evaluate subcontractor proposal estimates and perform should-costs. Perform make/buy analysis. Prepare and present independent cost review packages to top-level management.

Qualifications

Required: BS or equivalent. Minimum 6-8 years experience in parametric cost estimating, systems engineering, and risk analysis. Space-mission-specific parametric cost models including NAFCOM, SSCM, USCM. Knowledge of spacecraft subsystem architecture and payload composition. Demonstrated oral and written communication, interpersonal skills, problem solving skills, and analytical skills. Highly motivated self-starter, capable of independent operations and attention to detail. Excellent MS Excel, MS Word and MS PowerPoint proficiency. Ability to manage multiple priorities in a demanding environment. Occasional overtime required.

Desired: Masters Degree (or coursework) in engineering, mathematics, or statistics. Knowledge of NASA cost/schedule/risk/earned-value initiatives. Previous experience developing and testing cost exhibits and cost models required by government solicitations. Knowledge of space system integration and test engineering principles. 2 years¿ Experience with general parametric cost models¿PRICE, SEER. Risk Estimating Tool experience including Crystal Ball, Risk+, FRISK. Knowledge of NASA Work Breakdown Structure (WBS).
