Introduction The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Project Engineer.
Responsibilities Manages small construction/renovation projects or portions of larger projects. Plays central role on team responsible for project management including budgeting, scheduling, contract management, construction oversight and commissioning of buildings and technical facilities. Project Management / Apply working knowledge of architecture, engineering and design principles, building systems, building codes, and construction practices to manage projects designed and constructed with either in-house staff or with outside consultants/contractors; when necessary, coordinate and verify project activities including permit applications and on-site inspections with the Project Manager to assure compliance with codes, plans, and specifications; review submittals and shop drawings; facilitate the resolution of construction problems in concert with Architect/Engineer of record; manage and report on changes to project scope, project schedule and project cost using an Earned Value Management System (EVMS); coordinate commissioning of systems and training for operations and maintenance personnel; manage and control Field Change Notices and document all relevant steps in support of actual or potential claims by the Constructor/others against the project(s); assist in pre-occupancy and occupancy process; and review as-built drawings and O&M manuals for accuracy and completeness. Work closely with the customer organizations (occupants) and APL Space Management to insure alignment of expectations with the project plan. Project Communications / Serve as a dependable source for data used in liaison with customers, consultants, contractors, and staff for assigned projects. Communicate project status / progress via project management tools; attend regular construction status meetings and report on project milestones to Laboratory management; and maintain appropriate files and records. Contract Administration Work closely with the Project Manager in support of the Business and Communication Services Department to ensure compliance with all procurement requirements and develop / validate contract schedules of values; contribute to and assist in the evaluation of contractor's value engineering proposals; verify construction progress as part of the invoice review process; conduct preliminary evaluation of change requests and claims; track project budget and prepare reports or projections as required; confer with County officials on minor permit issues and work with the Chief Facilities Engineer on significant permit or code issues; and coordinate contractor access and security issues. Project Development / Interface with both the Laboratory technical and service departments to identify and interpret program requirements; develop scope of work and letters of justification; may participate in selection of design professionals and consultants; develop a project schedule and cost models; review design submissions for compliance with program requirements and Lab standards; effectively communicate design development concepts and requirements with the stakeholders; develop and review budgets, cost estimates, and contract documents; and participate in evaluating proposals from prospective construction contractors.
Qualifications Required:
BS or equivalent in Engineering (civil, electrical, structural, or mechanical), or Architecture.
Minimum of 3 years experience as a project engineer.
Engineer-In-Training (EIT) with engineering degrees, or 3 years of IDP points with architecture degrees.
Proficiency in CAD and the use of project management software.
Experience in the preparation and review of plans, specifications, estimates of materials and costs for the construction, extension, alteration or repair of buildings and technical facilities. Appropriate experience includes construction of various types of structures (industrial, institutional, research and commercial structures) using diverse materials (brick, lumber, reinforced concrete, steel, glass etc.).
Applicants should be familiar with planning and construction execution in a campus environment.
Must have strong collaborative skills and be able to work closely with members of the Laboratory community and outside consultants and contractors to create effective relationships. Working knowledge of OSHA, building and life safety codes, project management and cost estimating software. Must possess excellent listening, customer service, negotiation, and organizational skills and be able to communicate effectively.
Valid driver's license required and applicants will be subject to a driver's record evaluation
Desired:
Proficient in the use of AutoCAD and EVMS software. Familiar with environmental regulations.
Special Work Conditions Requires the operation of APL vehicles.
