JOB DESCRIPTION:
Job Summary:
The MINISTRY CEO is accountable for the oversight of annual budgets, long-range planning, development and implementation of policies and procedures, marketing the ministry, customer and public relations, organization and administration of employee functions, capital budgets, cash management, new program development, and fund development. The Ministry CEO will also function as the licensed administrator to meet regulatory intent.
Essential Job Functions:
· Leads the development of sound financial objectives and ensures they are met by forecasting, budgeting, aligning monetary resources, developing strategic marketing goals, measuring results; initiating corrective actions and minimizing the impact of variances.
· Develops and implements ministry strategic plan.
· Assures the sound fiscal operation of the ministry, including the timely, accurate, and comprehensive development of an annual budget and its implementation.
· Reviews all capital expenditures
· Insures that funds are collected and expended according to policy and to the best advantage of the ministry.
· Insures all notifications to state and local agencies occur as required by law regarding transfers, discharges, and disbursements of state funds.
· Insures compliance with all regulatory agencies governing the ministry health care delivery by continually monitoring the operational performance of the ministry.
· Insures that mechanisms are in place to provide high quality of care and services within the ministry.
· Fosters a smooth functioning, efficient operation through timely and effective resolution of grievances from residents, families, and staff.
· Is responsible for employing and supervising qualified leadership to maintain the operation of the ministry.
· Oversee the selection, employment, development, control and discharge of other employees to meet the needs of the ministry. Continuously reviews productivity and efficiency of staff and recommends changes where needed.
· Establishes appropriate departmentalization and delegation.
· Functions as the liaison between the governing body (Board of Directors and VCSS staff) insuring appropriate communication of essential information.
· Prepares and presents periodic reports as required by regulatory agencies, Board of Directors or VCSS.
· Oversees all ministry development activities related to new product development.
· Coordinates supplemental support to product lines through VCSS departments, including: Mission Services, Clinical, Quality Assurance, Legal, Communication and Public Relations, Human Resources, Information Systems, Nutritional Services, Accounting and Finance.
· Directs the establishment, implementation and assessments of appropriate policies and procedures consistent with the ethical and religious directives for Catholic Health Facilities.
· Negotiates professional contracts to meet the needs of the ministry.
· Oversees ministry wide fund development program.
· Keeps immediate supervisor informed of activities, needs, and problems.
· Develops cooperative and strategic relationships with the business community, senior centers, and direct staff to build relationships with healthcare discharge planners and other potential referral sources.
· Maintains professional affiliations and enhances professional growth through participation in teaching seminars.
· Works collaboratively with VCSS CEO, VCSS Executive team and Ministry Leadership in the establishment, implementation and assessments of appropriate policies and procedures consistent with the ethical and religious directives for Catholic Health Facilities.
· Assists, as needed, in coordinating supplemental support to VCSS Ministries through VCSS departments, including: Mission Effectiveness, Clinical Excellence, Quality Assurance, Legal Services, Communication and Public Relations, Human Resources, Information Systems, Nutritional Services, Accounting and Finance.
· Ensures that all strategic plans and financial objectives are met by working with Ministry Leadership to forecast, budget and align monetary resources; develop strategic marketing goals, measure results; initiate corrective actions; and minimize the impact of variances.
· Ensures that the appropriate VCSS standardized operational and administrative policies, procedures and processes are communicated and implemented.
· Keeps current on all proposed and approved regulations concerning operations and hold Ministry Leadership accountable for compliance with such regulations.
· Participates in monthly ministry governance meetings to present information congruent to board direction and responds to questions regarding ministry operations.
· Mentors, selects and develops a committed, high performing team of Ministry Leaders that execute the mission and goals of the organization.
· Promotes a mission driven corporate culture that fosters ethical and compliant behavior that provides internal controls and compliance with all laws and regulatory requirements.
· Prioritizes quality improvement programs and person-respected care initiatives.
· Supports and facilitates creativity, innovation, and cost-effective continuous improvement efforts as they relate to operations and quality of service rendered to residents.
JOB REQUIREMENTS:
Knowledge, Skills and Abilities
· Successful management experience in the senior care environment or similar discipline.
· Knowledge of the general and technical aspects of healthcare and residential services in senior care facilities.
· Understands current and emerging delivery systems with capability of implementing changes as needed.
· Thorough knowledge of state and local health department regulations.
· Builds and maintains a high performance culture through effective performance management, communication and coaching of staff.
· Ability to formulate strategies and policies, and create new approaches in adverse situations and to into strategic and operational activities.
· Ability to analyze complex issues, draw correct conclusions and articulate clear and focused messages to wide and diverse audiences.
· Demonstrated track record of delivering superior customer service.
· Ability to assimilate complex issues and use appropriate communication strategies to influence wide and diverse audiences.
