Job Description:
Global Military Aircraft Systems (GMAS) will derive over 95% of its’ ~$100M revenue in the near term from a single FFP prime contract with L-3 Communications Integrated Systems through aggressive management of three major subcontracts. This position is critical to the performance of GMAS and the JCA program and will require the hiring and management of two subcontract administrators. The specific position should be a Sr. Contracts/Subcontracts Administrator or equivalent to L3 IS SG A08 AD33.
Responsibilities
Participates in and/or conducts front-end strategic assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
• Examines and understands Forward Pricing Rates, Cost structure estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
• Prepares progress, and other reports; advises management of contractual rights and obligations and means to mitigate contractual/program risks; compiles and analyzes data; and maintains historical information.
• Develops solicitations, subcontract specifications, work statements, and terms and conditions for the procurement of major specialized systems, subsystems, materials, supplies and services.
• Prepare bid packages, i.e. RFP's, conduct bidders conferences as appropriate, analyze and evaluate proposals, prepare pre-negotiation strategies with goals and post negotiation memorandum(s), negotiate subcontract special provisions, i.e. payment terms, schedules, etc., select or recommend subcontractors, write awards, issue definitive subcontracts, administer resulting subcontracts.
• Perform cost/price analysis, negotiations, documentation, purchase order maintenance and interface with functional organizations, and supplier management.
• Negotiate and coordinate additions, deletions or modifications to contract and/or subcontracts.
• Sets highest ethical standards for self and others.
• Provides support in the preparation of budgets and schedules for all contracts and subcontract work and performs and/or assists in financial analyses such as funding profiles, EAC development and variance analyses.
• Ensures that adequate funding is available through maintenance of accurate records of expenditures, directing preparation of expenditure projections, and submission of timely requests for additional funding to the government.
• Provides direction to subordinates based on general policies and management guidance.
• Interprets and executes policies and procedures that typically affect subordinate organizational units. Recommends modifications to operating policies.
• Accomplishes results through experienced exempt employees who exercise significant latitude and independence in their assignments.
• Ensures that projects are completed on schedule and within budget.
• Frequent contacts with internal personnel and outside customer representatives at various management levels concerning operations or scheduling of specific phases of projects or Human Resources.
• Conducts briefings and participates in technical meetings for internal and external representatives concerning specific operations.
Qualifications
• Bachelor's degree in Business or a related field + 10 years experience in contracts and/or subcontracts.
• Must have experience in MS Office, PowerPoint, Excel.
• A background in FAR/DFAR is required.
• Must be able to obtain a DoD Security Clearance.
• Must be able to work overtime as required.
• Must be able to travel as required.
• Experience in government contracting
