Purpose
The RF and Microwave Systems Group in the Measurement Science and Systems Engineering Division (MSSE) at the Oak Ridge National Laboratory (ORNL) seeks to hire a software-defined radio (SDR) communications engineer in support of ORNL’s Cognitive Radio Program. The candidate will join a team of researchers actively working on SDR and cognitive radio technologies. The RF and Microwave Systems Group performs research and development (R&D) in three core areas: robust communications in extreme environments, tagging, tracking, and locating systems, and RF- and microwave-based measurement systems. The Group’s capabilities include the development of communications platforms, system architecture design, custom electronics design, model-based development, hardware-in-the-loop simulations, novel antenna design, and electromagnetic characterizations.

Major Duties/Responsibilities
The selected candidate will:
  • Work independently and with senior technical staff to create, design, and develop elements of SDR-based communications systems; i.e., RF and microwave communications systems that are radio based and software programmable,
  • Prototype communications concepts using simulation tools and hardware;
  • Develop communications waveforms at the physical and data link layers;
  • Program field programmable gate arrays (FPGAs) and microprocessors;
  • Conduct communications systems analysis;
  • Establish communications requirements specifications;
  • Test and troubleshoot SDR-based communications systems;
  • Participate on technical teams;
  • Participate in preparing white papers and proposals; and
  • Prepare and deliver presentations to sponsors, technical peers, and at professional society meetings such as IEEE.
  • Prepare technical reports for sponsors, program managers, and technical peers

Qualifications Required
The successful candidate must have:
  • A MS or Ph.D. degree in electrical and/or computer engineering (or an equivalent combination of education and experience) with an emphasis in SDR-based communications systems—including communications theory, modeling and simulation (M&S) tools, advanced communications systems (transmitters, receivers, antennas, filters, modulation techniques, etc.), RF electronics design, and electromagnetic field propagation;
  • 2-to-10 years of relevant experience with an MS degree and 1-to-5 years of relevant experience with a Ph.D. degree;
  • Knowledge of MATLAB and Simulink M&S tools and digital signal processing (DSP) techniques. Familiarity with C/C++, VHDL, Fortran, and Assembly programming languages is desirable;
  • Hands-on experience in developing, prototyping, testing, and troubleshooting communications circuits;
  • Experience with multi-core processors;
  • The capacity for independently solving technical problems;
  • Excellent communication skills (written and oral). Good interpersonal, teamwork, and organizational skills are also desirable;
  • Being willing to occasionally work extended hours; and
  • The ability to obtain and maintain a DOE security clearance. A current DOE or DOD clearance is preferred.

This position is a Workplace Substance Abuse Program (WSAP) testing-designed position which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing. The occupant of this position will also be subject to an ongoing requirement to report to ORNL any drug-related arrest or conviction or receipt of a positive drug test result.

Travel to sponsor sites for presentations and demonstrations will be required. Typically this is less than 10% of the time.
