Purpose
The primary purpose of this position is to provide information technology (IT) and network infrastructure construction oversight for all aspects of day-to-day planning, design, construction, certification and accreditation of new classified facilities at Oak Ridge National Laboratory (ORNL).
Major Duties/Responsibilities
*Provide technical advice and assistance to design engineers, planners and architects on IT installation standards and acceptance standards.
*Oversee change-orders and ensure technical accuracy.
*Review and understand design plans, technical schematics, and security protective measures for federal compliance.
*Serve as the deputy technical expert for IT and network infrastructure issues, and act as the responsible coordinating authority for all aspects of IT accreditation to federal oversight.
*Coordinate with and brief contractor and government officials on IT related design plans and change-orders.
*Serve as an on-site, information technology and network infrastructure technical advisor for long-term projects requiring flexible work schedules, including evenings and weekends.
*Provide coordinating advice and assistance to teams of technical experts providing matrixed support to the facilities on a nearly daily basis.
*Collaborate with national-level intelligence agencies/personnel on laboratory projects.
*Assist national-level intelligence agencies as required.
*Consistently applies appropriate ES&H standards.
*Maintain a strong commitment to the implementation and perpetuation of values and ethics.
Qualifications Required
Bachelor's degree in information technology, network architectures, computer science or related field with a minimum of five years of directly related experience and training in IT and network infrastructures construction and security standards, or an equivalent combination of education and relevant work experience is required. A minimum of five years of experience in system administration in classified and unclassified networks is also required. The ability to be responsive to the task organizers and work with little or no supervision with a high level of assurance in a strictly controlled environment is required. A demonstrated understanding of all aspects of physical and technical aspects of facility design and the accreditation process as it pertains to information technology and network infrastructures. Knowledge of and ability to apply TEMPEST standards to facility, information technology, and network infrastructures is crucial. The incumbent must possess superior interpersonal, verbal and written communication skills. Must possess the ability to work independently, as well as be a part of a team comprised of peer security professionals and technical experts. The incumbent must possess the ability to interface well with all management levels, system owners, administrative personnel, and design engineers. Must be highly organized and able to prioritize and schedule multiple activities. The capacity to provide outstanding mission support and the ability to possibly transition to network maintenance and support for the subject facilities is required.
This position requires the possession of and the ability to maintain a DOE "Q" security clearance and a Sensitive Compartmented Information (SCI) clearance based on Director of Central Intelligence Directive 6/4, which requires U.S. citizenship. Additionally, all employees of the Division are required to successfully complete an evaluation, including a scope polygraph examination.
Qualifications Desired:
Master's degree in computer science or related field is preferred. Five or more years of current direct hands-on Information Technology network and active directory operations and management experience, knowledge of IP networking principles, LAN/WAN technology fundamentals, and strong experience in troubleshooting workstation operating system and application issues is highly desirable. Experience with DOE, DOD, DCID, and FISMA regulatory requirements is highly desirable. Microsoft Windows XP, Vista, and Exchange certifications are highly desirable. Cisco training and certifications and experience with Hirsch Electronics access control and alarm hardware and associated Velocity software are highly desirable. TEMPEST training and certification as well as COMSEC experience are highly desirable. Demonstrated understanding of applicable Director of Central Intelligence Directives is highly desirable.
Work Directions and Interfaces
This position reports to the Secure IT Manager, Global Security Directorate.
Measures of Effectiveness
Demonstrated compliance with national level directives, DOE orders and manuals. Obtain accreditation from federal oversight. Operate as a team and better serve the tenants of the facility, laboratory leadership, and members of the intelligence community at large.
