Job Description

Brief Description of the Job
Reviews construction plans and technical reports for stormwater management, storm sewer design, sanitary sewer design, and floodplain management to assure environmental compliance. Coordinates with City Public Works Operations, other sub districts, Renewable Water Resources (ReWa), DHEC and design professionals. Prepares annual reports for the Citys Phase II Small Municipal Separate Storm Sewer System (MS4) Program to ensure that the six minimum control measures are met. Manages the construction of the Citys capital improvement projects, ensures contractor conformance with the contract, plans, and specifications. Provides design and project management for remedial projects. Responds to citizen calls for stormwater/flooding complaints, which involve computer mapping, floodplain report investigation, and site investigations.

Job Duties

Essential Functions
Provide Stormwater Management (20%): Prepare annual reports for the Citys Phase II Small Municipal Separate Storm Sewer System (MS4) Program to ensure that the six minimum control measures are met. This involves coordinating public outreach education (presentations to schools), public participation programs), illicit discharge detection/elimination (investigate calls of illicit material placed in stormwater system), erosion/sediment control, and good housekeeping/pollution prevention training for City staff. Prepare engineering drawings for stormwater control measures as needed.

Provide Sanitary Sewer Management (20%): Coordinate with City Sewer Operations, other sub districts, Renewable Water Resources (ReWa), DHEC and design professionals. Provide flow monitoring analysis to determine rainfall dependent inflow and infiltration. Review construction drawings of sanitary sewer systems. Prepare construction drawings using AutoCAD for remedial sewer repairs that require state permit. Provide project management for remedial sewer repairs, inform property owners of construction activities, obtain right?of?entry permission forms and easements from citizens. Oversee construction site activities. Perform sanitary sewer capacity analyses for new development projects that want to connect to sanitary sewer system. Prepare Sanitary Sewer Annual Report to show progress made towards rehabilitation of system, presentation of Annual Report to ReWa and other sub districts.

Conduct Technical Review of Construction Plans and Reports (20%): Review construction plans and technical reports for stormwater management, storm sewer design, and sanitary sewer design to assure environmental compliance. Ensure that good practices are used and in conformance with the Citys Ordinances, Department of Health and Environmental Control (DHEC) Regulations, FEMA regulations, Federal and State Laws. Attend meetings with engineers, architects, developers, property owners, and other city staff. Coordinate between city departments.

Provide Construction Management (20%): Manage the construction of the Citys capital improvement projects, ensure contractor conformance with the contract, plans, and specifications. Ensure the quality of materials and workmanship and provide acceptance and payment for those items on behalf of the City on a monthly basis. Provide design and project management for smaller City projects built in conjunction with the Citys public works crews. Project Manage Sanitary Sewer Evaluation Studies. Manage watershed basin studies that determine the floodplain and undersized culverts. Recommend new capital improvement projects based on results of studies. Manage stormwater/wastewater projects that involve but are not limited to the initial design, request for proposals, construction plans, request for bids, and construction management.

Provide Floodplain Management (10%): Prepare technical letters for floodplain verification requests which involve reviewing floodplain profiles and reports. Prepare annual letters for mass mailers regarding floodplain management. Review FEMA Elevation Certificates for accuracy and compliance with minimum National Floodplain Insurance Program (NFIP) regulations. Maintain records and prepare reports for the NFIP Community Rating System (CRS.) Answer calls from citizens regarding the floodplain regulations. Review site plans for properties within the floodplain to ensure compliance with NFIP regulations.

Provide Engineering Support for Citizens (10%): Respond to citizen calls for stormwater/flooding complaints, which involve computer mapping, floodplain report investigation, and site investigations. Based on site investigations, water flow characteristics must be determined and site?specific recommendations communicated to the citizens. Respond to citizen calls relative to sanitary sewer location and maintenance responsibilities.

Perform other duties as assigned.


Qualifications

Job Requirements
Formal Education: Bachelors degree or equivalent in Civil Engineering is required.

Experience: Over two years of experience in Civil Engineering is required.

Drivers License Required: Class D South Carolina license.

Certifications and Other Requirements: Engineer in Training (E.I.T.).Knowledge, Skills, and AbilitiesKnowledge of:

  • Standard engineering practices involved with planning, design, permitting and construction for stormwater and sanitary sewer operations.
  • Hydrology and hydraulic analysis.
  • Stormwater Best Management Practices, Low Impact Development, and Green Infrastructure planning
  • Standards and interpretation of construction plans and geographic information
    Ability to:
  • Read, analyze, and interpret construction plans and specifications, general business periodicals, professional journals, technical journals and procedures, financial reports, legal documents, and governmental regulations as well as literature, books, reviews, reports, and abstracts.
  • Apply fundamental concepts of theories; work with advanced mathematical operations methods and functions of real and complex variables.
  • Write policies, contracts, speeches, formal presentations, and/or technical and legal documents and correspondence.
    Machines, Tools, Equipment, and Work Aids: Computer, telephone, cellphone, copier, fax machine, calculator, engineering scale, and vehicle. Computer, Microsoft Office Suite, Autocad, Adobe Acrobat Professional, ArcMap, turbidity meter, hydrologic, and hydraulic modeling software.
Working ConditionsPrimary Work Location: Office environment, vehicle, and outdoors (construction job sites).

Environmental/Health and Safety Factors: Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Monthly exposure to noise and vibration. Seasonal exposure to extreme temperature, wetness and/or humidity, and respiratory hazards, and physical hazards.

Protective Equipment Required: Steel toe boots, safety vest, and hardhat.Physical DemandsOverall Strength Demands: Light strength demands include exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree. Continuously requires fine dexterity, vision, hearing, and talking. Frequently requires standing, walking, and sitting. Occasionally requires carrying, handling, and foot controls.Mental DemandsFrequently requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work. Occasionally requires noisy/distracting environment.
