Brief Description of the Job
Under direction of the Stormwater Supervisor, installs and maintains stormwater systems throughout the City. Builds and repairs catch basins, installs storm pipe, and inspects and cleans storm system. Cuts grass and makes repairs at landfill. Levels ditches to proper grade. Landscapes construction site at job completion. Operates a variety of light and heavy equipment, as well as, hand tools in performance of job duties. Works during inclement weather conditions (i.e. snow and ice) by operating sanders, loaders, snowplows, and other specific equipment necessary to clear and maintains roads and walkways. Assists other departments with general installation, maintenance, and cleaning projects.
In addition to the duties and responsibilities described above, the Stormwater Technician II is also responsible for assisting in leading a crew, filling-in during the absence of the immediate supervisor, and assisting in the oversight and training of less experienced employees. Also, operates heavy equipment such as dump truck, trackhoe, backhoe, skid steer, etc. in performance of job duties.
- Job Duties
Complete Stormwater Repair Work Orders & Related Duties: (80%): Operate dump truck for hauling materials and equipment to and from job sites. Operate a variety of light and heavy equipment, as well as, hand tools in performance of job duties. Set up trenching and shoring as required. Perform confined space entries when needed. Set up laser and transits; make grade shots and set correct percentages. Build and repair catch basins to include setting elevations and laying out location; excavate and build catch basins with brick, block and cement. Change out slabs and grates for catch basins. Operate Jet rodder combination truck to rod lines and vacuum catch basins. Shovel out mouth of catch basins, profile ditches and vacuum/rake leaves out of ditches. Estimate material needs and make sure correct materials are on site. Set up traffic control when necessary. Wash road/landscape as needed. Maintain machines in proper working order. Repair sewer systems as necessary.
Perform Asphalt Maintenance (10%): Assist asphalt crews in patching utility cuts and potholes. Prep and replace asphalt on driveways and roads. Assist in installation of asphalt rolls and brims for stormwater diversion. Haul asphalt when needed.
Support Inclement Weather Operations (5%): Work outside of regular schedule, throughout inclement weather conditions (i.e. snow and ice) by operating sanders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Mix sand and salt for ice removal and treat bridges and roads as necessary. Wash brine and salt off equipment after use.
Ensures Workplace Safety (5%): Proactively identifies, removes and/or reports potential safety hazards. Takes steps to address, remove, or report hazardous conditions or items. Complies with City, State, and Federal safety procedures and protocols in the performance of job duties. Ensures equipment and property safety.
Perform other duties as assigned.
Formal Education: High school diploma or equivalent is required. Associate degree in Construction Engineering Technology or related field may be substituted for 1 year of experience.
Experience: Over two years of experience in a public works, utility, or construction field is required.
Driver`s License Required: Must have a South Carolina Class B CDL. Must have or obtain a South Carolina Class A CLP within 3 weeks of hire. Must have or obtain a South Carolina Class A CDL with tanker endorsement and air brake provision within 3 months of hire.
Certifications and Other Requirements: To be obtained within six months of employment: Confined Space Certification, Trenching and Shoring Certification, Competent Person Safety Certification, and Traffic Control Training.

Knowledge: Work requires a comprehensive practical knowledge of a technical field with use of analytical judgment and decision-making. Must be able to exercise independent thinking and the ability to conceptualize and develop new or improved procedures, techniques or ideas appropriate to the work environment. Work product primarily affects processes and program/functional areas within the department.
Machines, Tools, Equipment, and Work Aids: Tamps, loaders, dump truck, jet rodder combination truck, saws, mixers, shovels, fork lift, rollers, tool truck, pipe laser, transit, level, grade rod, tape measure, hand tools, barricades, safety signs, and jack hammers.
Primary Work Location: Outdoors (maintaining storm system).
Environmental/Health and Safety Factors: Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to extreme temperature, respiratory hazards, noise and vibration, and physical hazards. Seasonal exposure to wetness and/or humidity. Constant exposure to chemical hazards, electrical hazards, fire hazards, communicable diseases, and physical danger or abuse. Frequent exposure to mechanical hazards and explosives.
Protective Equipment Required: Hard hat, gloves, safety glasses, ear protection, steel toe shoes, and dust masks.
Continuously requires standing, walking, lifting, carrying, reaching, pushing/pulling, vision, bending, crouching, hearing, and twisting. Frequently requires kneeling, crawling, foot controls, and talking. Occasionally requires sitting, climbing, and balancing. Heavy strength demands include exerting 50-100 pounds occasionally, 25-50 pounds frequently, or from 10 up to 20 pounds constantly.
Frequently requires emergency situations, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, tedious or exacting work, and noisy/distracting environment. Occasionally requires time pressures.
