Job Description

Brief Description of the Job
Under direction of the Wastewater Assessment Supervisor, operates sophisticated video equipment, specialized computer programs, and electronic diagnostic equipment to complete detailed assessments of public wastewater lines and identify inflow and infiltration problems. Conducts smoke and dye tests to check for wastewater line leaks. Cleans wastewater lines using specialized high-pressure cleaning trucks. Participates in after-hours on-call duty requiring working after normal working hours and holidays to resolve emergency situations. Supports inclement weather operations (i.e. snow and ice) by operating specific pieces of equipment such as sanders, loaders, and plows.

Job Duties

Essential Functions
Inspect Wastewater/Stormwater Lines (40%): Video wastewater lines using specialized jet-mounted and mainline camera system to complete detailed assessments. Maintain and inspect camera equipment to ensure reliable and safe operation. Understand and operate CCTV inspection software for pipeline assessment and cataloging. Maintain a database of waterjet-mounted camera videos for access when needed. Maintain a working knowledge of Pipe Assessment Certification Program (PACP) for proper inspection of wastewater/stormwater lines. Conduct dye testing to locate services and failures in wastewater/stormwater, location of damaged lines and buried manholes using signal locator (sonde) equipment. Research work areas for safe access to inspect wastewater/stormwater system and traffic control setups. Read GIS maps to setup and execute inspections.

Perform High-Pressure Cleaning of Wastewater/Stormwater Lines (35%): Maintain working knowledge and operation of flushing and combination trucks including vacuum systems from multiple manufacturers. Read GIS maps to setup and execute cleaning of wastewater/stormwater system. Inspect equipment prior to use to ensure safe operation. Properly use specialized cleaning nozzles for each application. Test and troubleshoot pump, valves, vacuum systems and other related components on jet trucks. Assist with operation of an easement machine when required.

Perform Administrative Duties (15%): Sort all waterjet-mounted camera videos to appropriate storage location. Assist the Wastewater Assessment Supervisor in completing reports following jobs completed. Research for upcoming cleaning and inspection jobs. Provide information in hardcopy and softcopy for each inspection completed. Review and plan jobs by priority using work order system. Attend meetings and trainings as required.

Provide Emergency Response On-Call (5%): Respond to Wastewater emergencies/ overflows, assist in determining best containment method and place containment equipment if needed. Clean and remove blockages from main line as needed. Clean site to remove contamination and to reduce odor.

Support Inclement Weather Operations (5%): Work outside of regular schedule, throughout inclement weather conditions (i.e. snow and ice) by operating sanders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Mix sand and salt for ice removal and treat bridges and roads as necessary. Wash brine and salt off equipment after use. Read maps of predetermined routes for plowing and sanding. Inspect equipment prior to operation for safe operation.

Perform other duties as assigned.


Qualifications

Job Requirements
Formal Education: High school diploma or equivalent is required.

Experience: Over two years of experience in Public Works, utility work, or construction field is required. Over one year of experience in utility assessment and video equipment is preferred.

Drivers License Required: Must have a valid South Carolina Class D license. Must have or obtain a South Carolina Class B Commercial Learners Permit (CLP) within 3 weeks of hire. Must have or obtain a South Carolina Class B CDL with tanker endorsement within 3 months of hire.

Certifications and Other Requirements: Pipeline Assessment certification within 12 months.

Knowledge, Skills, and Abilities
Knowledge: Work requires a comprehensive practical knowledge of a technical field with use of analytical judgment and decision-making. Must be able to exercise independent thinking and the ability to conceptualize and develop new or improved procedures, techniques or ideas appropriate to the work environment. Work product primarily affects unit processes.

Reading: Ability to read papers, periodicals, journals, manuals, and policies.

Math: Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.

Writing: Ability to write simple sentences containing subject, verb, and object, and/or series of numbers, names, and addresses.

Machines, Tools, Equipment, and Work Aids: Wrenches, screwdrivers, pry bars, manhole hook, extendable claw, clam, shovels, vacuum system of jet truck, soldering iron, rubber tire loader, skid steer, steel wastewater rod system, gas meter, and confined space entry equipment. Computer, smart tablet, Microsoft Office Suite, work management system, and mapping systems.

Working Conditions
Primary Work Location: Office environment, vehicle, and outdoors (roadways, easements, parking lots).

Environmental/Health and Safety Factors: Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to extreme temperature, respiratory hazards, noise and vibration, physical hazards, and wetness and/or humidity. Constant exposure to mechanical hazards. Frequent exposure to communicable diseases.

Protective Equipment Required: Safety glasses, gloves, hard hat, steel-toed boots, hearing protection, protective coveralls, safety vest, waders, and life jackets.

Physical Demands
Continuously requires standing, walking, vision, bending, hearing, and twisting. Frequently requires fine dexterity, reaching, pushing/pulling, foot controls, and talking. Occasionally requires lifting, carrying, sitting, handling, kneeling, climbing, balancing, and crouching. Heavy strength demands include exerting 50-100 pounds occasionally, 25-50 pounds frequently, or from 10 up to 20 pounds constantly.

Mental Demands
Frequently requires performing multiple tasks simultaneously, working closely with others as part of a team, tedious or exacting work, and noisy/distracting environment. Occasionally requires time pressures, emergency situations, and frequent change of tasks.
