Brief Description of the Job
The Parks & Recreation Maintenance Technician I and II classification may be assigned to one of the following divisions: Beautification, Cemetery, Park Maintenance, Public Gardens, or Zoo. Parks and Recreation Technician I and II performs inspection, maintenance, grounds-keeping, installation, service, and repair of assigned area, facilities, and equipment. Assembles, installs, monitors, and assists with construction, take-down, clean-up, and removal of Parks & Recreation projects and other permitted special events. Provides assistance during storm/weather clean-up events and emergencies by clearing or removing trees, limbs, debris, and other storm or weather damage. Assists with Parks and Grounds projects and improvements. Proactively identifies, removes, and reports potential safety hazards. Ensures equipment and property safety, including but not limited to, ensuring routine inspection of facilities and equipment, checking fire extinguishers, AEDs, etc., while documenting and addressing equipment condition.
In addition to the responsibilities described above, the Technician II position will also be responsible for assisting in leading a crew, filling-in in the absence of the immediate supervisor, and assisting in the oversight and training of less experienced employees as well as volunteers and community service workers. Must have a Class B CDL.
- Job Duties
Maintain General Property (55%): Maintain beautification sites, playgrounds, cemeteries, trails, shelters, sports fields and courts, waterways, monuments, medians, Zoo and Parks and Recreation facilities, and related amenities. Ensure all park facilities are routinely inspected and maintained, including but not limited to special facilities and restrooms. Plant trees and shrubs, mow, trim, over-seed, fertilize, mix soil and distribute, water, aerate, paint, remove litter and graffiti, and apply pesticide application for diseases, weeds and insect control on grasses, trees and shrubs. Assist tree crew, as approved, by cutting down and removing diseased, dead, or damaged trees and limbs. Assist sports field crew with field preparation, playgrounds, and basic preparation of recreation spaces and events. Install and remove plant material (trees, flowers, and shrubs) during approved times of the year. Prepare soil and install sod on designated grass areas. Install tumble-safe playground mulch in designated playground areas. Install certified mulch for trees, plants, and large designated areas. Provide assistance to internal and external stakeholders during storm/weather clean up or related events and emergencies. Remove hazardous items such as dead animals, bees, ants, snakes, needles, transient materials, invasive and noxious plant material as directed. Operate large equipment to accomplish tasks.
In addition to the above general property maintenance responsibilities, the Technician II position will also be responsible for assisting in leading a crew in the performance of the outlined duties and directing traffic.
Maintain Equipment (20%): Maintain and service equipment by removing dirt, washing and greasing parts, checking oil, changing oil filters, changing blades, and fueling. Perform preventative maintenance of equipment to include air compressor, generator, push mower, pressure washer, water pump, chain saw, pole saw, tiller, backpack and machine front blowers, hand and power tools, chemical sprayers, walk behind edger, trimmers, reel, sports field drag, front mount and zero turn mowers.
In addition to the above equipment maintenance responsibilities, the Technician II position is also responsible for preventative maintenance of equipment to include back hoe, front-end loader, skid steer loader, dump truck, farm tractors, combo planer, bush hog, embankment mowers with attachments, air-raptors, excavator, stump grinder, and blowers.
Conduct Construction and Installation Assignments (10%): Assemble and install picnic tables, park benches, bleachers, playground equipment, shade structures, windscreens, special event/volunteer structures and trashcan holders. Assemble cooking grills, dig holes, place poles in ground, mix, set, and pour concrete pads in park areas. Float concrete and edge support pads for picnic tables, trashcan holders, and park benches. Conduct fence and light installation by digging holes, setting poles, placing split rails, leveling poles, and attaching fencing. Install park signage, French drains inside park areas and playgrounds. Load materials and equipment. Help direct traffic as assigned.
In addition to the above responsibilities, the Technician II position will serve as a crew leader and make work assignments on job sites as directed by supervisor.
Assist with Special Projects and Events (10%): Assist with the set-up, tear down, and cleanup of permitted special and volunteer events. Assist with various City related projects, including the construction, installation, and tearing down of temporary structures, banners, tree lights, and decorations; operating small and large equipment, and tools; entering creeks or rivers to remove debris; and, assisting the public as needed.
Ensure Safety Measures (5%): Proactively identifies, removes and/or reports potential hazards. Takes steps to address, remove, or report hazardous conditions or items such as dead animals, bees, ants, snakes, needles, transient materials, invasive and noxious plant material as directed. Complies with City, State, and Federal safety procedures and protocols in the performance of job duties to include reporting all accidents, incidents, and injuries witnessed or incurred. Ensures equipment and property safety. Conduct monthly check of fire extinguishers and document condition of each. Conduct monthly and weekly checks of AEDs.
Perform other duties as assigned.
Formal Education: Must have a High School diploma or equivalent.
Requires over two years of experience in landscaping, grounds maintenance and construction. Experience operating heavy equipment such as back hoe, stump grinder, skid loader, front end loader, tractor, track hoe, etc. is preferred.
Driver`s License Required:
Requires a Class D South Carolina license. A Class B South Carolina Commercial Learner`s Permit is required within 3 weeks of employment and a Class B South Carolina CDL within 3 months of employment.
Certifications and Other Requirements:
Requires a SC Non-Commercial Pesticide License or a SC Back Flow Certification within six months based on assigned area.
Knowledge, Skills, and Abilities
Work requires a comprehensive practical knowledge of a technical field with use of analytical judgment and decision-making. Must be able to exercise independent thinking and the ability to conceptualize and develop new or improved procedures, techniques or ideas appropriate to the work environment. Work product primarily affects processes and program/functional areas within the department.
Reading: Ability to read papers, journals, Safety Data Sheet (SDS), manuals, policies, and other reference materials.
Math: Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.
Writing: Ability to write simple sentences containing subject, verb, and object, and/or series of numbers, names, and addresses.
Machines, Tools, Equipment, and Work Aids:
Required to operate larger equipment such as Class B CDL trucks. This position requires operation of various types of mowers (e.g., push, side mount, embankment, front mount, zero turn, reel, tractor and tractor mounted mowers) light and CDL truck, dump truck, utility vehicle, blower, ball field drag, walk behind edger, aerators, air-raptor, weed eater, air compressor, generators, water pump, hand and power tools, and rakes, back pack sprayer, power washer, water wagon, stump grinder, chain saw, pole saw, back hoe, combo planer, tiller, front end loader, skid steer loader, tamp, excavator, and other heavy duty equipment. Requires the use of a portable radio, phone, or other communication devices. Requires the use of a smart tablet and work management system.
Primary Work Location: Outdoors in areas such as public parks, zoo, grounds, gardens, cemeteries, and rights-of-ways.
Environmental/Health and Safety Factors: Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to respiratory hazards (i.e., gas fumes; chemicals such as pesticides; dust and dirt; physical hazards such as high voltage power lines, dangerous machinery, aggressive community service personnel and general public, falling tree branches); noise and vibration. Seasonal exposure to extreme temperature, wetness and/or humidity. Technician I positions assigned to Zoo will have weekly exposure to physical danger in the performance of various zoo projects, including the transport and movement of zoo animals. Monthly exposure to fire hazards. Daily exposure to communicable diseases.
Protective Equipment Required: Safety glasses, ear protection, steel-toed shoes, protective gloves, Class 2 and 3 safety vest, hard hat, and safety chaps.
Constantly require hearing, vision, fine dexterity, reaching, lifting, carrying, handling and twisting. Frequently requires walking, standing, foot controls, talking, climbing, bending, balancing, crouching, sitting, kneeling, pushing/pulling, and crawling. The Parks and Recreation Technician I and II includes heavy strength demands, including 50-100 pounds occasionally, 20-50 pounds frequently, or from 10 up to 20 pounds constantly.
Frequently requires performing under time pressures, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and noisy/distracting environment. Occasionally requires tedious/ exacting work and irregular schedule/overtime. Rarely requires emergency situations.
