Brief Description of the Job
Under the direction of the Director of Parks and Recreation, ensures the delivery of quality services to the Greenville community in an efficient and effective manner. Assists the Director of Parks and Recreation in planning, organizing, and coordinating programs, functions, and activities of the Parks and Recreation Department. Participates in the development of long and short-term department goals and strategies. Provides management and oversight of assigned divisions (e.g. parks and grounds, recreation, zoo). Assists the Director by providing leadership on an organization?wide and community basis to ensure public services are provided in alignment with the City`s strategic objectives. Assists in establishing policies and procedures for the administration of department programs and functions and the utilization and maintenance of parks and recreation areas and facilities. Develops strategic partnerships and contacts with community representatives, external agencies, and various organizations to develop an understanding of and communicate the relevant issues facing the community. Ensures department operations meet professional standards, local, state and federal governmental regulations, worker safety, and other applicable rules and requirements. Facilitates the development and administration of the department`s operational and capital improvement budgets. Directs the department in the absence of the Department Director.
- Job Duties
Provide Department Management and Oversight (30%): Assist the Director in planning, implementing, directing and managing all functions and resources of the department to achieve its mission to deliver superior services to the residents of Greenville and to meet the strategic goals assigned by City Council and the City Manager in an efficient and effective manner. Participate in the development of long- and short-term plans, goals, and strategies. Oversee and strategically implement complex projects and system changes. Prepare written reports as requested. Assist the Director in establishing appropriate service and staffing levels. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Identify, evaluate and present recommendations regarding alternative strategies for service delivery, funding, and revenue enhancements. Coordinate intra?departmental and inter?departmental activities. Monitor and assess trends and innovations in the field of parks and recreation identifying opportunities for continuous improvement. Assist other City departments and managers in coordinating emergency response crews for inclement weather and other emergency situations. In absence of Director, serve as departmental representative for National Incident Management and Operation Control.
Support Department Policy Development, Implementation, and Oversight (25%): Assist in establishing policies, procedures, and systems for the implementation and administration of department programs and functions. Establish policies relating to utilization, as well as, maintenance of department areas and facilities to include recreation fields and courts, parks, community centers, and greenspaces. Ensure that department operations meet professional standards, local, state and federal governmental regulations, worker safety, and other applicable rules and requirements.
Coordinate Department Resources and Align with Community Needs (20%): Make decisions and recommendations about strategic solutions to organization and community needs by reviewing and implementing reports and studies, analyzing trends and statistics and identifying opportunities. Develop strategic partnerships and contacts with community representatives, external agencies and other organizations to develop an understanding of and communicate the relevant issues facing the community. Assist in planning, coordinating and managing all department resources ensuring and implementing balanced programs and providing for the comprehensive parks and recreation needs of the community. Coordinate department activities with community and business organizations and City, County, State and Federal departments and agencies as required. Perform customer service functions proactively and in response to resident concerns and suggestions in a courteous, professional, and customer-centric manner. As assigned, prepare and make presentations to civic groups, boards and commissions, City Council, and other citizen advisory groups.
Manage Personnel (15%): Assist in leading the department for maximum employee productivity and morale through effective hiring, disciplining, mentoring and coaching. Investigate and resolve grievances and work with staff to proactively identify and resolve problems. Assist in planning and directing the department`s work plan through subordinate level managers. Develop and manage performance metrics and accountability measures collaboratively among divisions. Manage personnel performance in a supportive and accountable environment. Ensure a motivating work environment that allows for training and professional development opportunities at all levels of the department. Ensure subordinate supervisors and managers compliance with department and human resources policies and procedures. Lead and support department succession planning. Oversee department completion of personnel related projects to include updating job descriptions, managing annual performance evaluations, and planning and implementing annual department awards program.
Assist in the Development and Administration of the Department Budget (10%): Facilitate the development and administration of the Department`s operational and capital improvement budgets across all divisions. Forecast, prioritize, and recommend service levels and funding requirements for operational programs and capital improvement projects. Assist Division Managers in monitoring and analyzing their budgets on a quarterly basis. Assist with writing technical specifications for contracts, coordinating bid proposals with Purchasing Division, and reviewing and approving purchasing requisitions in absence of Director. Approve purchase requisitions and authorize payments.
Perform other duties as assigned.
Formal Education: Bachelor`s degree in parks and recreation administration, sport management, horticulture, business, public administration, or a related field is required. Master`s degree in a related field is preferred.
Experience: Over 6 years of progressively responsible experience in the parks and recreation field to include experience in parks maintenance, recreation programs, operations, planning, and budgeting. Must have at least 2 years of responsible supervisory and administrative experience. Experience in a growing community is preferred.
Driver`s License Required: Class D South Carolina license.
Certifications and Other Requirements: Certified Parks and Recreation Professional (CPRP) preferred.

Knowledge: Work requires the highest level of creative thinking, complex analysis and reasoning to originate and develop innovative program or production concepts, techniques or procedures which can have a major impact on the nature and quality of programming or operations. Situations are often unique where precedents and/or prescribed solutions do not exist. Work results affect large groups as well as the customer-base at large.
Reading: Ability to read, analyze, and interpret general business periodicals, professional journals, technical journals and procedures, financial reports, legal documents, and governmental regulations as well as literature, books, reviews, reports, and abstracts.
Math: Ability to apply fundamental concepts of theories; work with advanced mathematical operations methods and functions of real and complex variables.
Writing: Ability to write policies, contracts, speeches, formal presentations, and/or technical and legal documents and correspondence.
Machines, Tools, Equipment, and Work Aids: Computer and related software, general office equipment, smartphone, and other communications equipment, Microsoft Office Suite with expertise in Excel and proficiency in PowerPoint and Word. Ability to learn, operate and direct the use of other department-specific software, such as tree inventory management, recreation program registration and reservation management, and work order management systems.
Primary Work Location: Office Environment and Outdoors (Jobsites).
Environmental/Health & Safety Factors: Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Monthly exposure to respiratory hazards, noise, and vibration. Seasonal exposure to extreme temperatures, wetness/humidity, and/or darkness or poor lighting.
Protective Equipment Required: Safety shoes, eye and ear protection, hand protection, hard hat, and safety vest.
Continuously requires reaching, vision, hearing, and talking. Frequently requires standing, sitting, walking, handling, using fine dexterity, bending and twisting. Occasionally requires lifting, carrying, pushing/pulling, kneeling, crouching, climbing, balancing, and using foot controls. Rarely requires crawling. Medium strength demands include exerting 20?50 pounds occasionally, 10?25 pounds frequently, or up to 10 pounds constantly.
Frequently requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, tedious or exacting work, irregular schedule and working closely with and leading and facilitating others as part of a team. Occasionally requires emergency situations and noisy/distracting work environment.
