Brief Description of the Job
Under the direction of the Concrete Supervisor, maintains City streets, sidewalks, and buildings. Rehabilitates existing sidewalks and curb gutters, as well as installs new sidewalks, slabs, and walls. Cleans storm drain gates, lays pavers, installs culverts and storm drains, assists in engineering design, interprets blueprints, cuts steel, and constructs buildings from site work to completion. Must understand surveying fundamentals, as well as understand and comply with trenching and shoring policies and procedures.
- Job Duties
Operate Equipment (20%): Utilize various equipment such as jack hammers, mixers, chainsaws, concrete saws, vibra screeds, pressure washers, blowers, hammer drills, and basic hand tools in performance of job duties to include tearing out old concrete and preparing sub-base. Conduct daily inspections of all equipment and clean after use to maintain in proper working order.
Form Concrete (25%): Appropriately apply the use of wood and steel forms in many different applications of concrete projects including but not limited to curb and gutters, sidewalks, driveways, accessibility ramps, walls, basins and traffic islands. Form concrete in compliance with all design specifications and regulations such as City ordinances and the Americans with Disabilities Act.
Pour and Finish Concrete (25%): Follow the American Concrete Institute (ACI) guidelines and procedures in pouring and finishing concrete to ensure high quality work. Utilize the appropriate floats and tools required for each step in the pouring and finishing process.
Perform General Construction (10%): Utilize various construction methods to perform all in-house construction projects. These projects may include, but are not limited to, installation of pavers, lights, mailboxes and retaining walls, wood framing, masonry work, roofing, building demo, concrete grinding, and landscaping.
Provide Traffic Control (10%): Evaluate jobsite and traffic pattern making note of possible safety issues that may arise. Follow South Carolina Department of Transportation (SCDOT) guidelines to initiate a traffic control plan. Put up signs, cones, barricades, and arrow-boards as necessary to route traffic safely around or away from jobsite.
Support Inclement Weather Operations (10%): Work outside of regular schedule, throughout inclement weather conditions (i.e. snow and ice) by operating sanders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Mix sand and salt for ice removal and treat bridges and roads as necessary. Wash brine and salt off equipment after use.
Perform other duties as assigned.
Formal Education: High school diploma or equivalent is required. Associate degree in Construction Engineering Technology or related field may be substituted for 1 year of experience.
Streets Concrete Technician I: Over one year of experience in a public works, utility, or construction field is required.
Streets Concrete Technician II: Over two years of experience in a public works, utility, or construction field is required.
Driver`s License Required:
Streets Concrete Technician I: Must have a valid South Carolina Class D license. Must have or obtain a South Carolina Class B Commercial Learner`s Permit (CLP) within 3 weeks of hire. Must have or obtain a South Carolina Class B CDL with tanker endorsement and air brake provision within 3 months of hire.
Streets Concrete Technician II: Must have a South Carolina Class B CDL. Must have or obtain a South Carolina Class A CLP within 3 weeks of hire. Must have or obtain a South Carolina Class A CDL with tanker endorsement and air brake provision within 3 months of hire.
Knowledge, Skills, and Abilities
Streets Concrete Technician I: Work requires a comprehensive practical knowledge of a technical field with use of analytical judgment and decision-making. Must be able to exercise independent thinking and the ability to conceptualize and develop new or improved procedures, techniques or ideas appropriate to the work environment. Work product primarily affects unit processes.
Streets Concrete Technician II: Work requires a comprehensive practical knowledge of a technical field with use of analytical judgment and decision-making. Must be able to exercise independent thinking and the ability to conceptualize and develop new or improved procedures, techniques or ideas appropriate to the work environment. Work product primarily affects processes and program/functional areas within the department.
Reading: Intermediate Level: Ability to read papers, periodicals, journals, manuals, and policies.
Math: Intermediate Level: Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.
Writing: Intermediate Level: Ability to write reports, prepare business letters, summaries, meeting minutes, and emails using proper format, punctuation, spelling, and grammar, using all parts of speech.
Machines, Tools, Equipment, and Work Aids: Jack hammer, excavators, dump truck, water wagon, mixers, concrete saw, vibra screed, pressure washer, and basic hand tools.
Primary Work Location: Outdoors (jobsite).
Environmental/Health and Safety Factors: Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to extreme temperature, respiratory hazards, noise and vibration, and physical hazards. Weekly exposure to wetness and/or humidity. Frequent exposure to mechanical hazards and physical danger or abuse. Occasional exposure to chemical hazards, electrical hazards, and fire hazards.
Protective Equipment Required: Steel-toed boots, vest, goggles, dust mask, ear plugs, hammer shields, knee pads, gloves, harnesses, and hardhat.
Continuously requires standing, walking, vision, bending, crouching, hearing, and talking. Frequently requires lifting, carrying, reaching, kneeling, pushing/pulling, and twisting. Occasionally requires fine dexterity, crawling, climbing, foot controls, and balancing. Heavy strength demands include exerting 50-100 pounds occasionally, 25-50 pounds frequently, or from 10 up to 20 pounds constantly.
Frequently requires time pressures, frequent change of tasks, irregular schedule/overtime, performing multiple tasks simultaneously, working closely with others as part of a team, and noisy/distracting environment. Occasionally requires emergency situations and tedious or exacting work.
