Job Description

Brief Description of the Job
Under limited supervision, drafts and reviews the City`s contracts and provides legal advice pertaining to the procurement and contracts process. Manages a wide range of legal issues pertaining to the City`s operations from the initial phase to conclusion, including, but not limited to, land use and real estate matters. Conducts research, engages in interviews, and processes various documents regarding legal issues and their resolution. Performs various other duties as assigned by supervisor.

Job Duties

Essential Functions
Review Contract Drafts (60%): Draft the City`s contracts for a wide range of goods and services. Craft contracts tailored to specialized situations with or without the use of templates. Manage the workflow to ensure that contracts are drafted and returned to the user department in a timely manner. Manage communication with user departments concerning the status of contract requests and expectations concerning the contract production process. Advise the Office of Management and Budget (OMB) on procurement matters. Provide advice and counseling concerning the City`s rights and remedies under existing contractual arrangements.

Provide Real Estate and Land Use Advice (25%): Provide advice and counseling on real estate and land use matters. Handle acquisitions and conveyances of real property interests with support from the Senior Paralegal.

Provide General Legal Counsel (15%): Perform comprehensive legal research in all areas of the law impacting the City`s operations including, but not limited to, the following: contracts, public finance, land use/zoning, real estate, criminal, constitutional, employment, and general municipal law. With respect to the foregoing, provide counsel and legal opinions, reducing them to writing in memorandum form where appropriate; discuss with internal stakeholders. Draft proposed ordinances, letters, and other correspondence. Assign research and investigative tasks. Advise City commissions and boards which includes regular attendance at their meetings and occasional Municipal and/or Circuit Court appearances to defend action taken by them. Interact positively with office personnel and internal stakeholders.

Qualifications

Job Requirements
Formal Education: A Juris Doctorate Degree is required.

Experience: Over four years of experience as an attorney with a primary focus on contracts work; land use and real estate experience is highly preferred. Job related experience outside the legal field may be considered.

Driver`s License Required: Class D South Carolina license.

Certifications and Other Requirements: Admission to the South Carolina Bar within nine months of hire. Continuing legal education requirements.

Physical Demands
Overall Strength Demands: Sedentary strength demands include exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.

Physical Demands: Continuously requires vision, hearing, and talking. Frequently requires fine dexterity, sitting, and handling. Occasionally requires standing and walking. Rarely requires lifting, carrying, reaching, kneeling, pushing/pulling, climbing, foot controls, balancing, bending, crouching, and twisting.

Machines, Tools, Equipment, and Work Aids: Computer and related software, general office equipment, phone, car, Microsoft Office Suite, Prolaw, mapping software, and Westlaw.

Working Conditions
Primary Work Location: Office Environment.

Overall Working Conditions: Good: Relatively free from unpleasant environmental conditions or hazards.

Non-Physical Demands
Frequently requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work. Occasionally requires emergency situations and irregular schedule/overtime.
