JOB SUMMARY
The Director of Human Resources is responsible for leading and managing all aspects of the human resource functions including but not limited: to position control, employee relations, workforce development, recruiting & retention, performance management & recognition, compliance, compensation, payroll, benefits, orientation, HR policies & procedures, and employment laws. Required to successfully lead and partner with employees, management, and executives to achieve a high degree of employee effectiveness and satisfaction.
ESSENTIAL JOB FUNCTIONS
- Evaluate and enhance the agency strategic workforce development plan to ensure successful agency-wide implementation of current and long-term expansion strategies.
- Evaluate the current employee retention strategy; design and implement a strategic retention plan related to stabilizing the current workforce.
- Evaluate the current recruitment strategy, design and implement a strategic plan related to position control/requisition, recruitment, hiring, orientation, and training; to meet the agency’s immediate and long-term needs for qualified, high-performing staff.
- Evaluate and enhance the agency’s performance management system (behaviors, goals and appraisals).
- Develop and implement a needs-based, results oriented training & development program for employees across the agency, including leadership development, career paths and career succession.
- Develop and implement a behaviorally based, internally and externally focused customer service program and culture.
- Evaluate and enhance the employee satisfaction measurement system, including results analysis and systemic improvement programs.
- Develop and implement employee recognition programs.
- Develop and implement volunteer recruitment, development, and retention programs.
- Provide direction for employee relations program.
- Provide support, consultation and training to leadership/supervisory staff in employee issues resolution and the broad array of human resource issues.
- Develop, implement and manage integrated HR workflow processes and evaluate the performance of the HR function and HR personnel.
- Design and implement benefit and compensation programs that constantly monitor agency needs and provide detailed market analysis.
- Monitor and ensure compliance with agency policies, applicable statues, and regulations, as well as accreditation and certification standards that govern human resources.
- Actively support and collaborate with management to ensure that employee related initiatives are smoothly integrated into programmatic and functional areas.
- Provide Human Resources strategic planning, consulting, and leadership as needed to other CAP entities and strategic business alliances.
SUPERVISORY RELATIONSHIPS
Works under the direct supervision of the Senior Director, Strategic Planning. Supervises HR Manager directly and staff indirectly.

POSITION REQUIREMENTS
Bachelor’s degree from an accredited college/university in Human Resources, Business Management/Administration, Industrial Organization or a closely related field. PHR or SPHR certification preferred. Must have at least 10-15 years of progressive HR experience culminating into a role as a strategic HR partner to executive management in a for-profit or non-profit organization. Experience must include: administration, customer service, and/or operations management, with active involvement in strategic and operational planning, operational and capital budgeting, staff management, organizational development, and performance measurement/improvement.
OTHER
Primarily an office position with some local travel (exposure to normal traffic hazards). Work requires bending, stooping, lifting, pushing and pulling throughout the day. Ability to lift and carry up to 20 pounds. Regular and reliable attendance required.
