Description:
Under administrative direction is responsible for expert professional administration of the City’s planning and development programs, directing the activities of the Planning Department and other related assigned duties.

Pay Grade:
EX-60 / Salary Range: $6,431 - $11,137/Mo.

Essential Job Functions:
Oversees the continued development implementation, and administration of “PlaniTulsa”, a Citywide strategic planning process developed to create Tulsa’s new comprehensive plan;

Coordinates planning activities and projects with Public Works, Parks, Working In Neighborhoods and other City departments to support small neighborhood, downtown, river and regional plans; prioritize capital improvements, retail development, and best urban design practices and ensure neighborhood vitality and sustainable growth and development of the City of Tulsa;

Analyzes complex administrative, economic and planning problems, evaluates alternatives and recommends sound solutions;

Directs divisional staff involved in complex planning activities and coordinates related resources of Neighborhood and Small Area Planning groups, Urban Renewal plans and the Enterprise Zone, community and economic development programs

Directs the design of new planning and economic development programs, including the analysis and administration of tax increment and incentive districts and develops related opportunities;

Administers the activities of the Tulsa Preservation Commission and the Downtown Tulsa Improvement District;

Conducts and directs economic and planning research;

Prepares and administers an annual budget for the Planning Department;

Initiates grant requests related to specific opportunities to foster economic vitality and neighborhood revitalization and improvement;

Provides technical guidance in business and area planning, marketing and historic preservation;

Develops comprehensive reports to facilitate administration needs for information and allow program and policy prioritization;

Addresses civic and business groups and other organizations regarding the City’s long and short-term planning initiatives, developing strategic partnerships with various community entities;

Resolves complaints and answers inquiries from the pubic;

Participates in meetings, conferences, conventions and other professional forums to keep abreast of regional/national planning trends and emerging strategies for metropolitan communities;

Must report to work on a regular and timely basis.

Minimum Requirements:
Graduation from an accredited college or university with a bachelor’s degree in urban or regional planning, public or business administration, urban economics or a closely related field with a master’s degree being desirable and nine (9) years progressively responsible experience in urban planning and economic development, including at least five (5) years of policy development and management experience; or an equivalent combination of training and experience per Personnel Policies and Procedures, Section 128.

Comprehensive knowledge of principles and practices of urban and regional planning and design and community and economic development research; comprehensive knowledge of economic, social and physical needs of an urban community; considerable knowledge of federal, state and local laws, regulations and court decisions applicable to planning functions; considerable knowledge of and skill in applying the principles and techniques of public administration; considerable knowledge of related analysis techniques; considerable knowledge of the principles and practices of effective human resources management and supervision; and good knowledge of principles and practices of governmental budgeting, accounting and finance. Ability to coordinate resources in complex planning activities and oversee continued implementation of comprehensive economic and urban development plan; ability to analyze complex administrative, economic and planning problems, evaluate alternatives and recommend sound solutions; and the ability to prepare and present comprehensive reports and communicate effectively in public meetings and in writing; and the ability to utilize the highest level of interpersonal skill in order to understand, select, develop and motivate people at any level within or outside the organization.

Physical Requirements:
Physical requirements include arm and hand steadiness and finger dexterity enough to use a keyboard and telephone; frequent lifting up to 20 pounds; occasional pushing and pulling up to five pounds; may be subject to walking, standing, sitting, reaching, balancing, bending, kneeling, handling and climbing; and vision, speech and hearing sufficient to perform the essential tasks.

Licenses and Certificates:
Possession of a valid Oklahoma Class “D” Operator’s License.

Working Environment:
Working environment is primarily indoors in an office setting and occasionally outdoors and in inclement weather and requires some travel to various locations.
