Job Description:
The City of Greeley is located one hour in either direction between Denver and Cheyenne, WY. One-half hour from the base of the Rocky Mountains on the Front Range of Colorado, Greeley’s location provides opportunities for recreation and entertainment that are endless. Greeley, an all American City designee, is a growing community of over 93,000, and was identified as #16 in a list of U. S. small cities (less than 250,000 population) for five year job growth, and #17 in salary growth in the Milken Institute 2005 Best Performing Cities study. The City has over 900 employees, and operates under a mayor/council form of government, with the City Manager serving as the Chief Operating Officer.

The Planning Manager provides leadership in the day to day management of the Planning Division of the Community Development Department, supervising planning staff, receiving and responding to citizen and applicant inquires, and making presentations to the community, Planning Commission, and City Council. The Planning Manager explains complex procedures; negotiates policy and land use related items, seeks solutions to issues and concerns, and researches and reports on requests and special projects. Under the direction of the Community Development Director, the Planning Manager should demonstrate understanding and commitment to planning and City policy functions.

The ideal candidate would have a Masters Degree in Planning or directly related field, or equivalent formal training, and five years of community development/planning experience and would exhibit excellent oral and written communication skills and the ability to interface effectively with diverse groups of developers, elected officials, and citizens. Successful candidates should demonstrate strong leadership and supervisory skills in a team environment, creative problem solving skills, and be comfortable with a participatory style of management, often engaged with non-traditional groups of colleagues. Additionally, the ideal candidate would have basic knowledge of engineering principles as it relates to community development, as well as budget development and monitoring experience.

Candidates for the Planning Manager position need to possess the ability to communicate diplomatically and effectively with co-workers, private industry representatives, technical consultants, elected and appointed officials and general public. They would need to possess the ability to effectively handle difficult situations with patience and good judgment, especially when under tight deadlines, and work independently without direct supervision.

The working environment for the Planning Manager would consist of heavy public contact, in person and by telephone, primarily in an office environment. Extended hours would include evenings and weekends as necessary.

The physical requirements for this position would require vision enough to read computer keyboards, reference books, and other written documents. It would require communication skills to interface with other departments and agencies, manual dexterity enough to operate computer keyboards, other office equipment, and to complete paperwork, and strength and stamina enough to visit construction and work sites.
