RESPONSIBILITIES:
Provide Facilities Program Analyst support for NAWC-AD 4.0 Facilities Manager at NAVAIR Pax River, MD. Responsibilities include providing administration/management support to the Facility Business Manager and the Director for the Capital Investment Program (CIP); assisting customers with the development of source documentation, briefings, spend plans, IT plans, and execution plans; ensuring that data calls are released as per guidance and that all responses are recorded and forwarded to the Facility Business Manager and/or Director as required; assisting in the development of department project prioritization and briefing processes; monitoring of all CIP projects on a monthly basis for contract and financial execution using government provided automated tools; assisting project managers with IT Approval processes through DON Application & Database Management System (DADMS) and the Chief Information Officer (CIO) portal; maintaining files for all NAWC-AD 4.0 CIP projects from initial concept to project completion; and creating and maintaining an Access database to track historical, current, and future CIP projects.
REQUIREMENTS:
High School diploma or equivalent plus a minimum of 3 years supporting Government programs; have extensive experience working with Naval facility managers, assisting in developing project scope and related documentation for multi-agency coordination. Shall be capable of assisting customers in developing Major Repair or Construction requirements with a full understanding of the differences in Navy Working Capitol (CPP and Overhead), MRTFB, OM&N and RDT&E funding applications. Will need working knowledge of all automated facilities management systems employed at Patuxent River and demonstrate an expert working knowledge of document archives relating to MILCON, MINCON, and Major Repair projects for management and administration.
Experience in Patuxent River Facilities operations and management preferred but not required.
DAU ACQ 101, Level 1 certification requirement. Visio and Autocad familiarity is a plus. Experience in building Power Point Presentations; Microsoft Excel; Microsoft Access; Excellent Proof Reading ability; Excellent written and oral Communication Skills; Organizational Skills; and Ability to Manage multiple projects and deadlines.
