Responsibilities: Responsible for the planning and execution of micro transponder development activities on behalf of the PMA-213 Combat Identification IPT, and specifically the management of cost, schedule, and performance associated with two contracts under SBIR N142-102 Micro-IFF, and one WOLF-4.11.2 development activity referred to as the organic micro transponder. Manage and coordinate activities necessary to support N142-102 Micro IFF SBIR contracts, to include: participating in technical and management reviews, coordination of follow-on contract actions, creating acquisition-related documentation, and strategy development to transition the micro transponder development into a program of record. Coordinate organic micro transponder funding and requirements through WOLF-4.11.2.
Manage micro transponder RDT&E budget, to include: building spend plans, updating budget exhibits, planning and executing sustainment activities/contract actions to meet obligation and expenditure bench marks, and coordinating POM Issue sheets for gaps in the budget across the FYDP. Run bi-weekly stakeholder telecons. Coordinate funding and requirements across the stakeholders to advance and expedite micro transponder development and platform integration. Create artifacts such as briefs, schedules, risk sheets, meeting minutes and procurement or acquisition-related documentation. Perform management duties such as running meetings and telecons, briefing, and tracking action items, and responding to data calls.
Education: MS or MA degree from an accredited university in a Business, Management, or "Relevant Technical Discipline".
Allowable Substitution: BS or BA degree form an accredited university in Business, Management, or "Relevant Technical Discipline" and an additional four (4) years of experience; OR an additional ten (10) years of experience may be substituted for a MS or MA degree.
Experience: At least ten (10) years experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six (6) years out of those 10 years of work experience related to analysis and planning. Familiarity with SECNAV, OPNAV, and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD254 is required. Demonstrated experience in the program/project status, earned value management and schedules.
Other: Must have an Active Secret Security Clearance. Travel as necessary.
